About the position

The Senior Program Officer in the Bureau of Educational and Cultural Affairs is responsible for overseeing international exchange programming and supporting activities within a global or topical portfolio. This role involves planning, designing, administering, and evaluating international academic exchange programs that align with political, foreign policy, and public diplomacy goals. The Senior Program Officer will also prepare various documents for top-level officials and stakeholders, maintain relationships with partners, manage program budgets, and monitor program activities.

Responsibilities

  • Plan and implement exchange programs in coordination with regional bureaus and other offices.
  • Prepare briefing papers, memoranda, talking points, and speeches for top-level officials and stakeholders.
  • Review and recommend actions for management regarding budgets and cooperative agreements.
  • Respond to short-term projects related to strategic communications, alumni activities, and workshops.
  • Coordinate program data and maintain data integrity across the office.
  • Provide high-level summaries of key information in response to daily calls for information.
  • Support administrative matters including scheduling events, trainings, and travel logistics.
  • Keep the Branch Chief informed of issues or challenges related to responsibilities.
  • Engage with cooperating partners, Fulbright Commissions, and interagency partners.

Requirements

  • Education or work experience related to international cultural or educational exchanges.
  • Experience with U.S. government and State Department policies regarding financial and operational management of international exchange programs.
  • Ability to interact sensitively with diverse individuals.
  • Experience with database applications and global internet research capabilities.
  • Demonstrated skills in program administration and oversight.
  • Proficiency in Microsoft Office Suite and ability to learn new software.
  • Excellent organizational, critical thinking, and analytical skills.
  • Ability to work independently and in a team-oriented environment.
  • Strong relationship-building skills with colleagues.
  • Familiarity with international educational and cultural exchanges.

Nice-to-haves

  • Knowledge of legislative authorities governing ECA grants administration and procedures.
