About the position

The Senior Technical Security Project Manager is a pivotal role within Loudoun County Public Schools, responsible for overseeing the execution and administration of various facilities-related construction, maintenance, repair, and improvement projects specifically focused on Technical Security. This position requires a proactive approach to ensure that all projects are completed on time, within budget, and in strict compliance with established plans and specifications. The Senior Project Manager will conduct field inspections of work performed by contractors, ensuring adherence to applicable standards and regulations. In addition to project oversight, the Senior Project Manager will be tasked with preparing detailed scopes of work, general specifications, and technical specifications that are suitable for advertising solicitations. This includes obtaining bids, quotes, and proposals from contractors. The role demands a keen ability to evaluate contractor performance, engage in discussions regarding project status, and resolve any issues that may arise during the project lifecycle. The position also involves assisting in the identification and tracking of capital assets, conducting facility condition assessments, and reviewing contractor inspection reports, service tickets, and invoices for accuracy and compliance with contract terms and conditions. The Senior Project Manager will maintain electronic contract files and coordinate contractor work schedules with school building administrators to ensure seamless project execution.

Responsibilities

  • Perform on-site inspections of Contractor's work to ensure it is being performed on schedule, within budget and in compliance with plans and specifications.
  • Provide assistance in identifying and tracking capital assets, and conduct facility condition assessments.
  • Review contractor inspection reports, service tickets, and invoices for accuracy and compliance with contract terms & conditions.
  • Create and maintain contract files electronically.
  • Coordinate contractor work schedules with school building administrators.

Requirements

  • Associates degree in Security Technology, Electronics, or Business Administration.
  • Five years of experience in Technical Security, project management, or a combination of both.
  • Valid Driver's License.
  • DCJS registration for electronic security.
  • Knowledge of technical security related systems and their operation.
  • Experience with the installation and maintenance of technical security equipment.
  • Knowledge of construction and maintenance principles and practices as applied to school facilities; school building operating systems and maintenance requirements.
  • Ability to prepare scopes of work and specifications suitable for the solicitation of school facilities operation and maintenance contracts and capital asset repair and replacement contracts; to maintain accurate and complete records; to apply standards and codes to varying maintenance situations.
  • Skilled and proficient in the use of standard office computer software systems and have a working knowledge of and/or experience using computerized maintenance management systems.
  • Good human relations and communication skills.
