About the position

The Senior Purchasing Agent at Towson University is responsible for managing complex purchasing processes, including planning, solicitation, evaluation, and administration of contracts for various services and equipment. This role focuses on high-value procurements, particularly in construction and facilities maintenance, ensuring compliance with university and state regulations. The position may also involve collaboration with other campuses within the University System of Maryland to manage system-wide contracts. Telework options are available after a probationary period.

Responsibilities

  • Solicit, evaluate, award, and exercise contracting officer authority for moderate to high-value contracts, focusing on construction services and facilities maintenance.
  • Assist in developing scope of work, determining procurement methodology, and conducting pre-bid/pre-proposal conferences.
  • Process purchase orders, change orders, and contract modifications/amendments, and prepare spreadsheets for bid and pricing analysis.
  • Provide procedural and policy guidance to ensure compliance with university and state regulations.
  • Interpret contract law and represent the university in vendor negotiations to resolve issues and ensure best value.
  • Identify small businesses for certification and work with diversity initiatives to establish MBE subcontracting opportunities.

Requirements

  • Bachelor's degree and at least three years of procurement-related experience.
  • Knowledge of Maryland procurement statutes/regulations and public-sector purchasing practices.
  • Skill in managing stakeholders and resolving conflicts.
  • Ability to organize large amounts of data and work under pressure with competing priorities.
  • Experience in Construction and Facilities Maintenance procurement preferred.

Nice-to-haves

  • Three years of experience in Construction and Facilities Maintenance procurement preferred.
