About the position

The Senior Purchasing Manager at Clark Water plays a crucial role in negotiating and awarding subcontracts for large-scale transit facility construction projects. This position is responsible for ensuring that subcontract agreements meet project requirements and budget goals while fostering strong relationships with subcontractors and internal teams.

Responsibilities

• Drive the process towards a timely award and execution of subcontracts for large scale civil and facility projects.
• Ensure trade budget goals are met or exceeded through effective subcontract negotiation.
• Incorporate contractual obligations to Project Owners into subcontracts, including flow down provisions and labor compliance.
• Analyze and document subcontractor capabilities, including past performance and financial strength.
• Partner with the Regional Purchasing Director and Legal Department to negotiate and resolve subcontract terms and conditions.
• Train and lead purchasing assistants and project teams on Clark's purchasing process.
• Support new work acquisition by developing procurement plans and technical proposal responses.
• Interface with Senior Management, Preconstruction Department, Project Teams, Risk Management, and Legal.
• Develop and maintain strong working relationships with subcontractors.
• Manage the purchasing process on multiple projects simultaneously.

Requirements

• Bachelor's degree in a relevant field or equivalent combination of education and experience.
• 12 to 15 years of relevant work experience in estimating and purchasing.
• Strong understanding of the construction industry and subcontract agreements.
• Ability to negotiate terms and contract amounts effectively.
• Well organized and detail-oriented with a self-starter attitude.
• Understanding of the local subcontractor community and compliance issues.
