ICF is currently seeking a Senior Purchasing Manager to join the growing Procurement team within ICF's Contracts & Administration Group aligned with our Reston, Virginia headquarters office. The Senior Purchasing Manager will be responsible for the oversight and management of a team of Buyers with varying levels of procurement experience, performing tactical day-to-day purchasing transactions to facilitate the acquisition of indirect charge (non-billable) goods and services across the organization in support of ICF's ongoing business needs. Additionally, the Senior Purchasing Manager will support the preparation and issuance of vendor RFPs, and analysis of vendor proposal and pricing submissions, as well as the review and negotiation of redline vendor agreements. Under the supervision of the Director, Purchasing, the Senior Purchasing Manager will also assist with Procurement training initiatives, mentoring and cultivation of staff, ongoing Purchasing related strategic initiatives, as well as provide input for the development of procurement related processes and policies, procedures, and work instructions. Key Responsibilities include managing a team of Buyers with an emphasis on coaching to support skill building and career development to ensure work is assigned based on skill level and resource availability. As a working manager, acquisition support activities will be required on an as needed basis. The Senior Purchasing Manager will interface across multiple organization and program levels to resolve issues and drive awareness of program offerings and resources. They will develop and recommend Purchasing Team structures that best utilize staff to achieve long and short-range goals, establish and monitor metrics, and develop reporting to analyze and improve business processes, with insightful analysis and actionable recommendations. Conducting business reviews with internal customers and suppliers to understand needs and ensure expectations are met and managed is also a critical responsibility. The Senior Purchasing Manager will lead process improvement conversations with internal and external stakeholders, review documentation of all team members for procurements requiring management level approval to ensure compliance with government contract requirements and internal policies and procedures. They will exercise authority to execute purchase orders and agreements in accordance with ICF's Approval Authority Signature Matrix (AASM) and delegation of signature authority. Identifying training needs for purchasing staff and developing recommended solutions to address those needs, as well as identifying opportunities and strategies for cost savings and cost avoidance efforts, are also key aspects of this role. The Senior Purchasing Manager will develop recommended solutions to address those needs and review and monitor ongoing Purchasing spend with an eye towards detailed spend analysis. They will provide management and purchasing support for large scale indirect corporate initiatives, select, train, develop, and mentor staff, and support ICF's Procurement Compliance team by ensuring staff comply with procurement policies and procedures in accordance with a government approved purchasing system and company requirements. Benchmarking industry standards and new industry trends will also be part of their responsibilities, contributing to group-level projects aimed at improving team efficiency and outcomes.
