About the position

UT Southwestern Medical Center is seeking a Senior Regulatory Analyst for the Human Research Protection program. This role requires an expert-level understanding of federal regulations and institutional policies related to human and animal research protections. The Senior Regulatory Analyst will be responsible for reviewing complex scientific research documents, identifying ethical and regulatory issues, and may approve protocol submissions. The position involves documenting the decision-making process in accordance with federal regulations, providing guidance to research committee staff and researchers, and resolving complex issues that arise during the regulatory review process. In addition to reviewing submissions, the Senior Regulatory Analyst will direct, analyze, coordinate, and evaluate research committee operations and procedures. This includes summarizing judgments and resolutions of issues for each item under review, reading relevant literature, and attending training sessions to stay current on regulatory changes. The role also involves providing education and training to faculty and study staff, preparing and tracking incident notifications, and responding to inquiries from federal agencies and institutional leadership. The Senior Regulatory Analyst will establish goals and objectives for the research committee, oversee quality control activities, and ensure the effectiveness of internal controls. This position is critical in maintaining compliance with federal regulations and institutional policies, thereby ensuring the protection of research subjects and the integrity of the research process.

Responsibilities

  • Provide expert-level knowledge of federal regulations and institutional policies relevant to human and animal research and privacy.
  • Review complicated scientific research documents and identify substantive ethical and regulatory issues.
  • Approve protocol submissions eligible for expedited/designated member review.
  • Document the decision-making process in applicable reviewer checklists, database, and correspondence.
  • Provide guidance to research committee staff, board members/chairs, and researchers on resolving complex issues.
  • Solve, recommend, and implement solutions for protocol submissions and the regulatory review process.
  • Direct, analyze, coordinate, and evaluate research committee operations and procedures.
  • Capture and document controverted ethical and scientific issues identified during the review process.
  • Provide education and training to faculty and study staff regarding the protocol review process.
  • Prepare, send, and track incident notifications to researchers and federal officials as required by regulations.
  • Respond to follow-up inquiries from federal agencies and institutional officials regarding notifications from the research committee.
  • Develop and maintain working relationships with internal/external departments and agencies associated with the research program.
  • Establish research committee goals and objectives and direct evaluation and quality control activities.
  • Design, execute, and ensure the effectiveness of internal controls.

Requirements

  • Bachelor's degree in a related field and five (5) years of related experience.
  • Master's degree in a related field and three (3) years of related experience is required.
  • Advanced science degree strongly preferred.
  • Applicable certification (CIP, CPIA, etc.) or extensive current knowledge of regulations governing human or animal research protections strongly preferred.
  • Previous service on an Institutional Review Board or Institutional Animal Care and Use Committee (IACUC) is a plus.

Nice-to-haves

  • Experience with federal regulations (DHHS, PHS, FDA, USDA, HIPAA, etc.).
  • Strong analytical skills to read and interpret complex scientific documents.
  • Experience in providing technical assistance and consultation to physicians and scientists.
