About the position

As a Senior RNG Compliance Analyst at WMRE, you will play a crucial role in supporting the Renewable Natural Gas (RNG) Regulatory Compliance department. Your primary responsibility will be to ensure that all regulatory obligations are met and that necessary certifications are maintained. This position requires collaboration with multiple departments across Waste Management (WM) to gather and provide relevant data in a timely manner. You will be working with data from WM landfills, WMRE RNG facilities, and WM dispensing stations, which will often involve managing competing priorities effectively. Attention to detail and a willingness to learn about the RNG industry are essential traits for success in this role. Your essential duties will include coordinating with numerous landfills to facilitate the creation of biogas tokens that support the RNG process. You will also be responsible for developing process documentation, supporting the EPA registration of landfills associated with new RNG developments, and ensuring quality control by submitting data to the EPA via the Emission Tracking System (EMTS) and voluntary markets through the Market Registry for Environmental Trading Systems (M-RETS). Additionally, you will work alongside peers to support the Renewable Identification Number (RIN) splitting process at CNG/LNG dispensing stations. Staying current with relevant RNG regulations and downstream markets, particularly concerning landfills and CNG dispensing stations, will be a key aspect of your role. You will connect regional stakeholders and WMRE staff in discussions about potential projects related to compliance tasks. Your responsibilities will also include pulling data and reports from various operational and financial databases to provide information in the required format for regulatory agencies. Supporting Quality Assurance Program (QAP) activities, Low Carbon Fuel Standard (LCFS) verification and validation, and updating registrations for various fuel standards will also be part of your duties. You will be expected to support the broader WMRE organization through ad hoc requests as needed.

Responsibilities

  • Coordinate with a large number of landfills to facilitate the creation of biogas tokens in support of the RNG process.
  • Develop process documentation as a key responsibility.
  • Support EPA registration of landfills associated with new RNG developments.
  • Quality control and submit data to the EPA via EMTS and voluntary markets via M-RETS.
  • Work in conjunction with peers to support the RIN splitting process via CNG/LNG dispensing stations.
  • Stay current with all relevant RNG regulations and downstream markets, focusing on landfills and CNG dispensing stations.
  • Connect regional stakeholders and WMRE staff in discussions around potential projects related to compliance tasks.
  • Pull data and reports from various operational and financial databases; provide the information in the required format for regulatory agencies.
  • Support Quality Assurance Program (QAP) activities by supplying affidavits, data, and documentation to stakeholders.
  • Support Low Carbon Fuel Standard (LCFS) Verification and Validation, including fuel pathway data requests and quarterly fuel transactions.
  • Update Renewable Fuel Standard (RFS), LCFS, Canadian Clean Fuel Regulations (CFR), and International Sustainability and Carbon Certification (ISCC) program registrations as necessary.
  • Support the broader WMRE organization via ad hoc requests.

Requirements

  • Bachelor's Degree (accredited) or a High School Diploma/GED with four (4) years of relevant work experience in lieu of a degree.
  • Minimum of two (2) years of relevant experience with RNG, landfills, refuse collection, and/or CNG Fueling.
  • Regulatory experience in the energy industry is preferred.
  • General understanding of RNG processes is preferred.
  • Experience with LCFS and RFS programs is preferred.
  • Advanced knowledge in Microsoft Office Applications (Word, PowerPoint, Excel) is required.
  • Excellent organizational and communication skills are essential.
