About the position

GovCIO is currently hiring for a Senior Scrum Master/Project Manager to oversee activities across two scrum teams and coordinate between other contract teams and with the Government change control board. This position will be remote but prefers candidates located in the DC area. The Senior Scrum Master will play a crucial role in ensuring that the scrum teams are functioning effectively and that project goals are met. This includes coordinating scrum and development activities, managing user stories, bugs, deployments, and documentation. The successful candidate will assess project issues and develop resolutions to meet productivity, quality, and client satisfaction goals and objectives. They will also develop mechanisms for monitoring project progress and for intervention and problem-solving with team members, coordinating with the development, test, and technical leads. Reporting to the contract Program Manager, the Senior Scrum Master will hold scrum of scrums, monitor the project backlog, and assist scrum team leads. In addition to overseeing the scrum teams, the Senior Scrum Master will provide oversight for the Operations support Kanban board, enter Requests for Change, and act as Change Coordinator with the Government Change Control Board. They will monitor and assist with the production of project and release documentation with the two scrum teams, as well as monitor risks and issues across the scrum teams, working with the Program Manager and team leads for resolutions. The role also involves working with system integration teams on coordination points and common requirements, assisting with other project leadership tasks as needed, ensuring adherence to quality standards, and conducting project meetings while being responsible for project tracking, analysis, and reporting.

Responsibilities

  • Coordinates scrum and development activities across two scrum teams and with other system contract teams.
  • Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.
  • Develops mechanisms for monitoring project progress and for intervention and problem solving with team members.
  • Reports to the contract Program Manager.
  • Acts as senior scrum master holding a scrum of scrums, monitoring the project backlog, and assisting scrum team leads.
  • Provides oversight for the Operations support Kanban board, in support of the Operations Project Manager.
  • Enters Requests for Change and acts as Change Coordinator with the Government Change Control Board.
  • Monitors and assists with production of project and release documentation with the two scrum teams.
  • Monitors risks and issues across the scrum teams and works with the Program Manager and team leads for resolutions.
  • Works with the system integration teams on coordination points and common requirements.
  • Assists with other project leadership tasks as needed.
  • Ensures adherence to quality standards and reviews project deliverables.
  • Conducts project meetings and is responsible for project tracking, analysis and reporting.

Requirements

  • Bachelor's degree with 8+ years of experience or commensurate experience.
  • Certified Scrum Master with active experience across complex project schedules.
  • Experience with change control boards in a Government environment.
  • In-depth knowledge of SDLC phases and producing system documentation best practices.
  • Attention to detail and hands-on management of multiple tasks and teams.
  • Direct experience with Jira or DevOps, Agile metrics, and backlog management.
  • Direct experience writing user stories and grooming.
  • Clearance Required: Must be able to acquire and maintain PBGC Public Trust.

Nice-to-haves

  • Experience in the Scaled Agile Framework.
