About the position
The Senior Sourcing Analyst at the Ohio Department of Health plays a crucial role in supporting the agency's procurement and sourcing needs. This position involves collaborating with various internal stakeholders to evaluate and fulfill procurement requirements, ensuring compliance with contract regulations, and providing guidance on procurement policies. The role is hybrid, allowing for a mix of remote and in-office work, and is essential for the agency's fiscal administration and accountability efforts.
Responsibilities
- Assist various internal customers with evaluating procurement & sourcing needs
- Conduct and attend meetings with office management, subject matter experts and Fiscal to clearly define purchasing specifications
- Identify and conduct pre-proposals, evaluate responses, and recommend supplier selection
- Collaborate with ODH Office of General Counsel on contract compliance and payment schedules
- Make recommendations regarding requisitions, purchase orders, and contracts
- Work with subject matter experts to document needs, project timelines, risks, market strategies, and evaluate opportunities
- Participate in contract negotiations with legal, requestors, and suppliers
- Design and coordinate potential sources for products and services
- Provide guidance to Fiscal and Program staff on procurement policies and procedures as well as sourcing approaches
Requirements
- 30 months of experience or training in purchasing/procurement/sourcing
- Completion of an undergraduate core program in public or business administration, purchasing, materials management, contracting, acquisition management, logistics, supply chain management, operations management, or other sourcing-related field AND 6 months of experience or training in purchasing/procurement/sourcing
- 12 months of experience as a Sourcing Analyst
- Experience developing solicitation documents (e.g., RFP, RFQ, RFI)
- Experience developing scope of works or specifications
- Experience evaluating proposals
- Experience conducting consensus meetings
- Experience assessing needs of stakeholders and offering sourcing solutions
- Experience with contract management activities (e.g., addendums, amendments)
- Experience handling vendor compliance issues
- Knowledge of State of Ohio Procurement Rules
- Experience conducting spend and market analysis and reporting

- Undergraduate or advanced degree in relevant fields
