About the position

The Senior Specialist, US Import Compliance at Merck is responsible for supporting US import operations, acting as a subject matter expert on Customs and Partner Government Agency topics. This role primarily supports the Manufacturing Division but also extends to other divisions as needed. The position involves managing compliance issues, formulating Manufacturer Identification codes, responding to Customs Notices of Penalty, and overseeing various import compliance programs.

Responsibilities

  • Manage USDA compliance issues raised by Import Specialists and shippers.
  • Formulate Manufacturer Identification (MID) codes and maintain the MID list.
  • Receive, investigate, and respond to US Customs Notices of Penalty.
  • Administrate Temporary Import in Bond (TIB)/Import for Export (IFE) program.
  • Maintain and enforce US Customs bonds and Powers of Attorney for business in the US and Puerto Rico.
  • Oversee Post Summary Correction (PSC) requests to brokers.
  • Perform monthly Post Entry Review of entries and follow up as needed.
  • Collaborate on Corrective and Preventive Action investigations for CBP and FDA detentions.
  • Manage FDA Refusals as they occur.
  • Assist import manager with Manufacturing Division import audit.

Requirements

  • Bachelor's degree with at least 5 years of experience or High School Diploma/GED with equivalent experience in Import Operations/Trade Compliance.
  • In-depth understanding of USDA rules as they apply to pharmaceutical products.
  • Significant experience with Partner Government Agencies applicable to pharmaceuticals.
  • General US import compliance background beyond pharmaceuticals.
  • Effective oral and written communication skills.
  • Understanding of information technology and ability to use various applications and systems.
  • Strong time management skills and ability to work independently and within a team.

Nice-to-haves

  • Educational or work background in chemistry/biology.
  • Certified Customs Specialist (CCS) certification or Licensed Customs Broker (LCB) preferred.
