About the position

The position involves managing subcontracting processes for the Electro Optical Infrared Systems (EOIS) line of business at Leonardo DRS. The role focuses on developing specifications, negotiating contracts, and ensuring compliance with quality, cost, and schedule objectives. It requires collaboration with various teams and stakeholders to support engineering development programs and maintain effective supplier relationships.

Responsibilities

  • Develop subcontract specifications, work statements, and terms and conditions for sourcing complex materials and services.
  • Lead activities of subcontract teams on assigned programs.
  • Ensure products and services meet quality, cost, and schedule objectives.
  • Review requirement documents for clarity and obtain necessary revisions.
  • Identify potential sources for required materials and issue requests for proposals.
  • Respond to supplier inquiries and review supplier proposals.
  • Lead proposal evaluation teams through supplier selection processes.
  • Negotiate subcontract terms and conditions including price, delivery, quality, and performance requirements.
  • Document the fact-finding and negotiation process.
  • Develop subcontract documents ensuring compliance with Government, Corporate, and Company requirements.
  • Participate in subcontractor surveys and program reviews.
  • Review and monitor payments, commitments, and funds status.
  • Negotiate subcontract changes and respond to formal inquiries and issues.
  • Provide subcontract status as required.
  • Negotiate and issue teaming agreements, non-disclosure agreements, and memoranda of understanding.
  • Participate in cross-functional design reviews and sign-offs with project teams and suppliers.
  • Close out subcontracts upon receipt of all deliverable items and final payment.
  • Provide subcontract advice to program managers and other related functions.

Requirements

  • Demonstrated experience in negotiating, drafting, and administering complex contracts.
  • Expert knowledge of procurement regulations (UCC, FAR, DFAR).
  • Knowledge of international contracts and experience with international tenders and letters of credit.
  • Good understanding of ITAR laws and requirements.
  • U.S. Citizenship required.
  • Ability to obtain an active DOD security clearance.
