About the position

The Senior TCEQ Trainer is responsible for preparing and delivering training courses for the Texas Commission on Environmental Quality (TCEQ) to water and wastewater utility personnel. This role focuses on enhancing technical competence and skills through effective communication and instructional strategies. The trainer will also engage in continuous improvement efforts by identifying learning gaps and creating opportunities for development.

Responsibilities

  • Teaches Texas Commission on Environmental Quality (TCEQ) approved Water/Wastewater courses.
  • Conducts front-end analysis including Needs Analysis, Learner Analysis, and Task Analysis.
  • Formulates training plans and strategies for Adult-Based Learning and prepares and conducts training.
  • Utilizes Systems Approach to Training, ADDIE model, SAM, and other curriculum development models.
  • Constructs learning objectives using various levels of Bloom's taxonomy.
  • Administers course post-testing and evaluates training using Kirkpatrick's Evaluation Model or other industry standards.
  • Travels to remote locations to provide classroom instruction across the City of Houston.
  • Contacts and notifies concerned parties, points of contacts, and students of schedules, locations, and times.
  • Prepares and secures training materials and aids before and after classes.
  • Follows approved curriculum course outline and performs all course exercises in the Instructor Guide.
  • Ensures participants achieve terminal objectives of the course.
  • Provides on-site technical assistance and one-on-one training to operators of water & wastewater treatment plants.
  • Assists the Training Manager/Coordinator with customer interactions.
  • Facilitates participant evaluations of training.
  • Maintains subject matter expertise on water-related topics of instruction.
  • Completes and collects student attendance rosters, registration forms, pre-test/post-test, and course evaluations.
  • Prepares class records and submits them timely at the conclusion of training.
  • Ensures class documentation is completed accurately and timely.

Requirements

  • Bachelor's degree in Psychology, Education, Personnel Management, or a related field.
  • Three years of professional personnel experience involving training in a formal classroom setting and/or the development of curriculum and lesson plans for adult learners.

Nice-to-haves

  • Valid A or B Texas Commission on Environmental Quality (TCEQ) occupational license in wastewater and/or water.
  • Certified as a TCEQ trainer.
  • Three years of experience in the operation, maintenance, design, construction, or regulation of water/wastewater utility systems.
  • Knowledge of performance management, process change management, and use of assessments.
  • Exceptional verbal, written communication, and presentation skills.
