About the position

The Senior Technical Manager Control Systems - Hardware at Metro-North Railroad is a pivotal role responsible for overseeing the hardware infrastructure of mission-critical control systems. This position entails designing, implementing, analyzing, and maintaining operational environments for all control systems, ensuring their reliability and efficiency. The manager will also be tasked with developing strategic plans for emergency recovery of critical systems such as Centralized Traffic Control (CTC), Positive Train Control (PTC), and Supervisory Control and Data Acquisition (SCADA). This role is essential in maintaining the integrity and availability of hardware resources, ensuring that all systems operate smoothly and securely. In this capacity, the Senior Technical Manager will perform daily system monitoring, verifying the integrity and availability of all hardware and server resources. This includes reviewing system and application logs, ensuring the completion of scheduled jobs like backups, and adhering to security recommendations and best practices. The manager will also oversee the Communication & Signal Department services, including significant projects like SCADA upgrades and PTC implementations, providing leadership in engineering and designing hardware solutions. The role requires a proactive approach to security, necessitating regular monitoring for potential intrusions and the development of security policies for control systems. The manager will be responsible for applying OS patches, upgrading administrative tools, and configuring new services as needed. Additionally, the position involves performance reporting to support capacity planning and ongoing performance tuning of control systems. A key aspect of this role is team management, where the Senior Technical Manager will select, develop, and motivate staff, providing career development opportunities and fostering a professional environment that respects individual differences. The manager will also need to work outside of normal hours as required to support maintenance and troubleshooting efforts, ensuring that the systems remain operational 24/7.

Responsibilities

  • Perform daily system monitoring, verifying the integrity and availability of all hardware, server resources, systems, and key processes.
  • Review system and application logs, and verify completion of scheduled jobs such as backups.
  • Adhere to all systems security recommendations and industry best practices.
  • Perform supervisory and administrative functions associated with the management and support of the Communication & Signal Department services.
  • Provide leadership in the engineering, designing, and implementation of hardware solutions for CTC, PTC, and SCADA systems.
  • Manage agreement and non-agreement workers in the design and modification of interfaces for new and existing hardware systems.
  • Repair and recover from hardware failures, coordinating with impacted stakeholders.
  • Assist in the development, enhancement, and maintenance of security policies and manuals for control systems.
  • Apply OS patches and upgrades regularly and upgrade administrative tools and utilities.
  • Configure and add new services as necessary to the control systems and hardware infrastructure.
  • Upgrade and configure system software that supports computing infrastructure applications or Asset Management applications.
  • Deploy servers, workstations, and networking devices, maintaining operational and configuration procedures.
  • Perform periodic performance reporting to support capacity planning for CTC, PTC, and SCADA control systems.
  • Perform ongoing performance tuning, hardware upgrades, and resource optimization as required.
  • Select, develop, and motivate staff, providing effective coaching and counseling.
  • Manage team and individual performance, creating a professional environment that respects individual differences.

Requirements

  • Bachelor's Degree in Electrical Engineering, Computer Science, Computer Engineering, or related technical fields.
  • Minimum of five (5) years of experience in hardware systems administration, including configuring and troubleshooting network and communication hardware.
  • Minimum of three (3) years of progressively complex management experience managing projects and a diverse workforce.
  • Strong knowledge of Windows Server and Desktop configuration and deployment.
  • Strong knowledge in Storage Area Network (SAN) configuration and deployment.
  • Strong knowledge of VMware and Virtual machines (VM).
  • Strong knowledge of Ethernet Networks and Network management systems.
  • Strong knowledge of 49 CFR Part 236, subparts H and I requirements.
  • Strong analytical skills to analyze new and existing products, equipment, and procedures.
  • Strong oral and written communication skills.
  • Strong working knowledge of Microsoft Office and/or comparable applications.
  • Ability to work in a high-profile/high-pressure environment and manage complex multi-discipline projects.
  • Strong knowledge of Auto CAD or comparable programs and Microsoft Project or comparable programs.

Nice-to-haves

  • Knowledge of the IBEW and ACRE union practices.
  • Familiarity with Metro-North's Policies and Procedures.
  • Familiarity with Metro-North's collective bargaining agreements.
  • Knowledge of Microsoft Azure, CCNA, and MS Certifications.
