About the position

The Federal Reserve Bank of Richmond is seeking a Senior Technical Product Owner to join the National IT team within the Cloud Foundations Team. This role is pivotal in driving the Cloud Foundations mission, which focuses on building the Azure Platform to facilitate the migration of customer application portfolios from on-premises to the cloud. As a Senior Technical Product Owner, you will be responsible for defining and prioritizing the team's backlog, translating customer requirements into actionable stories and features, and ensuring that the team delivers value in alignment with the program increments (PIs) and sprints. You will collaborate closely with partners, leaders, product managers, and technical teams to fully understand product scope, goals, and requirements, ensuring that the team is aligned with the overall strategy and objectives. In this individual contributor role, you will act as the primary liaison between partners and teams, ensuring a comprehensive understanding of product requirements specific to Azure workloads. You will establish and refine workflow processes for building and enhancing the Cloud Foundations platform, oversee all stages of development, and develop relationships with partners by assessing their technical, business, and product needs. Additionally, you will work in partnership with the Architecture team to develop a cohesive Azure strategy and roadmap, facilitating customer migration from on-prem to the cloud. This position requires a hybrid work arrangement, with expectations to work on-site at one of the district bank locations, and will report directly to the Product Manager for the Cloud Foundations Team.

Responsibilities

• Act as the primary liaison between partners and teams to ensure full understanding of product scope, goals, requirements, and dependencies specific to Azure workloads.
• Establish and refine Cloud Foundations workflow processes for building and enhancing platforms to ensure portfolio migration planning, architecture review, and production readiness.
• Articulate customer requirements to product teams, outlining and prioritizing work based on value; prioritize product and services backlog based on overall strategy and goals.
• Work with the Scrum Master and Release Train Engineer to lead sprint and release plans.
• Develop relationships with partners by assessing technical, business, and product requirements.
• Oversee all stages of development, including planning, refining, reviewing, and PI and sprint planning.
• In partnership with Architecture, develop a cohesive Azure strategy to specify Azure-specific use cases for Cloud Foundations.
• Develop an Azure roadmap for iterative development and usage.
• Collaborate with AWS specific POs to develop plans and opportunities for knowledge sharing and uplift across CSP platform teams.
• Drive and establish cohesive cross-CSP processes that allow a unified customer experience and ensure adherence to all policy and compliance requirements.
• Participate in retrospectives to improve team processes.

Requirements

• Bachelor's Degree or equivalent experience.
• Minimum 5 years of experience as a Product Owner, Product Manager, Scrum Master, or Program Manager (or a combination of these roles).
• Product Owner certification is preferred.
• Azure Cloud Fundamentals certification is preferred.
• Familiarity with the larger Microsoft Cloud offering and Azure's place within it.
• Experience using common Azure-related tools such as PowerShell, Azure Resource Manager, and Visual Studio Code.
• Knowledge of Azure Resource concepts.
• Knowledge of Entra ID tenants and capabilities is preferred.
• Experience with the SAFe Agile methodology.
• Experience working with Agile software tools such as Jira or Rally.
• Experience working with geographically dispersed teams.
• Matrixed team management experience.
