About the position

The Senior Government Program Acquisitions Manager at Noblis plays a crucial role in supporting the Defense Cyber Crime Center (DC3), a Federal Cyber Center that provides innovative capabilities and expertise to law enforcement, cybersecurity, and national security partners. This position involves leading the creation and staffing of acquisition documentation, serving as a Subject Matter Expert in DoD acquisitions, and developing various programmatic documents to ensure effective program execution and compliance with federal regulations.

Responsibilities

  • Lead the creation and staffing of required acquisition documentation in accordance with current DoD policies and regulations.
  • Create and staff programmatic and reporting documentation, including briefing packages and execution charts.
  • Serve as a DoD Acquisitions and programs Subject Matter Expert at high-level briefings and engagements.
  • Develop and staff funding requirements, obligation plans, and Life Cycle Cost Estimates.
  • Prepare impact statements in response to proposed funding decrements.
  • Develop charters, agendas, and presentations for meetings, providing regular follow-up briefings to leadership.
  • Coordinate and staff acquisition documents, including Acquisition Strategy and Acquisition Decision Memorandums.
  • Develop Performance Work Statements and Acquisition Requirements Packages.
  • Provide concise information and solutions to multifaceted issues for Government leadership.

Requirements

  • Must have and maintain an Active Top Secret/SCI clearance.
  • Bachelor's degree and 18 years of relevant experience OR Master's degree and 10 years of relevant experience.
  • Minimum 5 years of military/DOD acquisitions experience.
  • Possess a FAC-C or DAU DAWIA advanced or Level III certification in Contracting or Program Management.
  • Knowledge of DoD Acquisition and Life Cycle Management policies and procedures.
  • Contracting Officer Representative experience.
  • Experience managing staff and leading people.

  • DAU DAWIA PM 'Advanced' or legacy level III certification; Contracting Professional certification.
  • Project Management Professional (PMP) Certification.
