About the position

As a Senior Technical Program Manager in Security Risk Operations and Management at TikTok, you will play a pivotal role in safeguarding the integrity of our platform and ensuring a secure environment for our users. The Business Risk Integrated Control (BRIC) team is dedicated to protecting TikTok users, including content consumers, creators, and advertisers, while securing platform health and maintaining community experience authenticity. This position offers a unique opportunity to engage with the company's strategic security initiatives, particularly in developing scalable, robust, and privacy-safe systems and solutions that are also product-friendly. In this role, you will lead various anti-fraud and anti-spam programs that support and protect different business verticals. You will streamline security threat and incident response processes, enabling effective tooling for incident and alerts management. Your responsibilities will include coordinating with cross-functional teams, such as machine learning scientists, engineers, product managers, legal, trust and safety, and global security, to manage delivery timelines and drive development progress. You will collect business and operational requirements from both internal and external customers, drafting comprehensive business and process requirement documents and specifications. You will be tasked with clarifying ambiguities, defining delivery scope, timelines, roadmaps, and milestones, while estimating project impacts and development efforts. Your role will require you to communicate project statuses to a broad audience, including senior management, and proactively identify risks, bottlenecks, and roadblocks. You will initiate technical deep dives and organize working sessions to solve problems and mitigate risks. Additionally, you will brainstorm innovative ideas to push the boundaries of machine learning technology for security risk control and make strategic technology decisions in the anti-fraud and anti-spam space. Mentoring and coaching team members will also be a key aspect of your role, contributing to the growth of the team.

Responsibilities

  • Lead anti-fraud, anti-spam programs to support and protect different business verticals.
  • Streamline security threat and incident response process and enable tooling for incident and alerts management.
  • Coordinate with cross-functional teams (e.g., ML scientists, engineers, product managers, legal, trust and safety, global security, global communications etc.). Manage the delivery timeline and drive the development progress.
  • Collect business and operational requirements from internal and external customers, and write business and process requirement documents and specifications.
  • Clarify ambiguities along the road. Define delivery scope, timeline, roadmap, and milestones clearly and properly.
  • Estimate project impact and development effort. Make appropriate trade-offs to optimize return-on-investment and make the best use of resources.
  • Communicate project status to a broad audience including senior management.
  • Proactively identify risks, bottlenecks, and roadblocks. Initiate technical deep dives and/or organize working sessions to solve problems and mitigate risks.
  • Brainstorm innovative ideas and push the boundaries of ML technology for security risk control, anti-fraud, anti-spam; make strategic technology decisions in the anti-fraud, anti-spam space.
  • Mentor and coach team members and grow the team.

Requirements

  • Bachelor, master or PhD degree in an advanced field of technology or management or other equivalent majors.
  • 5+ years of industry experience related to security risk control, security integrity, anti-fraud, anti-spam, etc.

  • Ability to think critically, to properly communicate problem challenges/solutions to, and to hold (as well as to be held) accountabilities on cross-functional partners in a clear, concise and timely manner.
  • Experience managing projects across cross functional teams, building sustainable processes and coordinating release schedules.
  • Experience in software engineering, including software solution high-level design, development and integration.
  • Strong ownership (proactivity, initiative, followthrough) to surface and solve open-ended problems against abusive attackers with adversarial nature. Self-starter/go-getter.
