About the position

Modern Technology Solutions, Inc. (MTSI) is seeking a Senior Technical Program Manager (TPM) with a TS/SCI clearance to provide support to a Government Program Management Office/Program Manager (PMO/PM) at Wright Patterson Air Force Base, OH or Joint Base Anacostia-Bolling, DC. The Senior TPM will provide project management, acquisition support, and technical oversight of customer development efforts. This individual will be responsible to interpret and tailor application of directives and regulations; and to ensure that high-quality, affordable, supportable, and effective products are developed, produced, and sustained throughout the lifecycle. In addition, the individual will provide technical and programmatic advice and support services on enterprise IT systems, command and control systems, and computer processing-related technologies and programs. This position may entail travel up to 25%, as required by the Government.

Responsibilities

  • Provide project management, acquisition support, and technical oversight of customer development efforts
  • Perform project manager duties to ensure efficient execution of assigned efforts
  • Work closely with program managers, lead project engineers, contracts, finance, and program teams
  • Maintain awareness of day-to-day issues and plan/prepare for significant project events
  • Assist in the full spectrum of actions required to award contracts and contract modifications
  • Review contract deliverables, integrated schedules, technical status reports, and cost performance reports
  • Assist in program office surveillance of prime and subcontractor performance
  • Assist in determining program progress and communication recommendations to the Government
  • Assist in the creation and approval of acquisition strategies, program planning and creation
  • Develop and communicate roadmaps for programs and associated technologies and product lines
  • Develop integration plans and procedures and organize resources to facilitate program transition activities
  • Assist in milestone planning, tracking, scheduling, briefing preparations, staff coordination, and decision documentation preparation
  • Provide technical support to the entire project team and provide status updates to the Government leadership team
  • Assist the program office in complying with tasks related to the Joint Capabilities Integration and Development System (JCIDS)
  • Assist with identifying and mitigating risks to technology development projects
  • Create and coordinate DD 254s with the program staff and industry
  • Participate in working groups and team planning offsites
  • Establish trusted and influential relationships with customers, suppliers, and other stakeholders
  • Work both individually and with a broader engineering, program management, and security teams

Requirements

  • 10-15 years acquisition experience with at least experience working Department of Defense (DoD) acquisition projects
  • Experience working DoD acquisition programs including DoD contracting and program management strategies
  • Experience working on classified and/or special access programs
  • Self-starter, thrive in a dynamic environment, skilled in problem definition
  • Knowledge of military platforms, systems, and operations as well as networking, communications, and datalinks
  • Experience with collaboration tools including Confluence and/or Jira
  • Strong interpersonal skills, capable of developing briefings and reports for senior leadership
  • Extensive acquisition and contract management experience, specifically monitoring program execution
  • A minimum of a BS degree in Engineering or related technical discipline is required
  • Active Top-Secret clearance with SCI and SAP eligibility
  • At least 12 months of Special Access Programs (SAP) experience within the last 3 years

Nice-to-haves

  • An advance degree (MS/PhD) in an Engineering or related technical discipline
  • Active Project Management Professional (PMP) certification or DAWIA certification (Level II/III)
  • Knowledge of the Air Force Life Cycle Management Center's framework, directives, and policies
  • Experience providing technical and support to DoD technology development efforts
  • Experience using Microsoft Excel and Microsoft Project for financial and schedule analysis of technology projects
