About the position

The Senior Technical Project Manager at Paragon Healthcare plays a crucial role in leading and managing medium to large technical projects that are vital to the company's operations. This position requires a strong understanding of project management methodologies and the ability to work independently with business partners to identify project needs and implement solutions effectively. The role is based in Plano, TX, and involves a mix of onsite work with the flexibility of remote work 1-2 days per week. The Senior Technical Project Manager will be responsible for overseeing projects with budgets ranging from $5-7 million or of equal complexity, ensuring that all project objectives are met within the defined scope, quality, and timeline. In this position, the Senior Technical Project Manager will direct a team of system analysts, software designers, and programmers, guiding them in determining the best methods to achieve project objectives. This includes coaching and mentoring project team members and other project managers in project management methodologies. The role also involves developing comprehensive project management plans that encompass resource allocation, risk management, quality assurance, cost control, and scope definition. The Senior Technical Project Manager will be tasked with creating requirements documents, project approval matrices, and identifying training needs for the project team. Additionally, the Senior Technical Project Manager will coordinate with vendor partners and global resource firms to ensure that project requirements are met and that service-level agreements are established. The role requires defining quality gates for each project phase and establishing critical success factors to measure project performance. As a subject matter expert in project and program management tools and processes, the Senior Technical Project Manager will also be responsible for managing the project warranty period and ensuring that all deliverables meet the company's standards for quality and effectiveness.

Responsibilities

• Manages projects at least $5-7 M in size or equal complexity.
• Directs system analysts, software designers and programmers to determine best methods to achieve project objectives.
• Coaches and mentors project team members.
• Mentors other project managers around project management methodology.
• Determines project scope.
• Develops resource, risk, quality, cost, and scope management plans, training plans.
• Develops requirements documents and project approval matrix.
• Identifies project team training and tool needs.
• Defines, recommends, and secures contractual agreements for technical services and products.
• Coordinates requirements, schedules implementation and post-implement plans, and develops service-level agreements for vendor partners and global resources firms.
• Defines quality gates for each project methodology phase and critical success factors.
• Establishes and manages the project warranty period.
• Acts as subject matter expert for project and program management related tools and processes.

Requirements

• BA/BS degree in Information Technology, Computer Science or related field of study.
• Minimum of 7 years project management experience in broad-based information systems, full life-cycle application development, and/or building enterprise applications and/or data warehouse planning and development.
• At least 3 years leading and directing project tasks.

Nice-to-haves

• Five years' experience in creating an effective team environment, building strong relationships, negotiation, solving problems and issues, resolving conflicts, managing resources in a matrix environment, and communicating effectively at all levels of an organization.
• Five years' experience working with project management tools, documentation tools, and reporting tools.
• Project Management Professional certification (PMP) strongly preferred.
• Experience working with portfolio management applications and Rational tools strongly preferred.
• SAFe Certification highly preferred.
• Software Development background highly preferred.
