About the position

The Senior Technical Project Manager will lead the Transit Signal Priority (TSP) program as part of the Better Bus Project, aimed at improving bus travel time and reliability. This role involves coordinating municipal engagement, managing interagency coordination, securing necessary approvals, and overseeing the technical implementation of project activities. The position is essential for advocating for standards that benefit the bus program, expanding TSP implementation, and evaluating the effectiveness of various systems to inform future plans.

Responsibilities

  • Lead design activities for transit signal priority and traffic signal solutions.
  • Develop a reporting platform for traffic signal delay to transit vehicles.
  • Conduct a centralized evaluation of the TSP system across the MBTA service area.
  • Create updated TSP procurement and implementation standards and guidelines.
  • Coordinate TSP project activities with various MBTA departments.
  • Provide technical assistance for traffic signal timing improvements along Transit Priority corridors.
  • Assist in developing project scopes, budgets, and schedules for capital planning.
  • Manage procurement of consultants and contractors as needed.
  • Negotiate project assignments, task orders, and change orders.
  • Manage design and engineering consultant contracts to meet project requirements.
  • Coordinate project tasks with MBTA Capital Delivery Department colleagues.
  • Ensure compliance with FTA/FHWA requirements in reporting activities.
  • Manage coordination with outside entities such as institutions and residents.
  • Lead the creation and execution of interagency and municipal agreements.
  • Organize and prioritize workload, proactively identifying project needs.
  • Prepare project-related correspondence, reports, and presentations using Microsoft products.
  • Make project presentations to elected officials and community groups.
  • Work independently on complex tasks in a time-sensitive environment.
  • Respond courteously to inquiries from customers, vendors, and co-workers.
  • Uphold the rights and interests of the Authority while maintaining effective relationships with employees.
  • Visit work sites and attend off-site meetings as necessary.
  • Assist in managing a workforce by adhering to rules and policies.

Requirements

  • Bachelor's degree in Planning, Engineering, Computer Science, or a related field.
  • Five years of experience in planning, design, and/or implementation of transportation projects.
  • Effective communication, organizational, analytical, and interpersonal skills.
  • Working knowledge of Microsoft Word, Excel, Database, and PowerPoint applications.
  • Proven collaboration, transparency, and problem-solving skills.
  • Excellent customer service and conflict resolution skills.
  • Valid driver's license.
  • Ability to supervise and work effectively with a diverse workforce.

Nice-to-haves

  • Seven years of experience in traffic engineering/highway/urban roadway projects.
  • Experience working on municipal or state-level projects.
  • Familiarity with MBTA and MassDOT project delivery rules and regulations.
  • Knowledge of NACTO, MassDOT, MUTCD, AASHTO, and MBTA standards.
  • Experience with traffic and signalization plans.
  • Experience performing complex traffic modeling.
  • Experience managing multiple complex stakeholder projects.
  • Bachelor's degree in Civil or Traffic Engineering.
  • Master's degree in Engineering or City and Regional Planning.
  • Registered Professional Engineer in Civil or Traffic Engineering.
