About the position

The Senior University Budget Financial Analyst plays a crucial role in the financial management of Eastern Washington University, focusing on a wide range of fiscal activities that support the centralized business management functions. This position is responsible for developing research, reporting, and analytics that inform budgetary decisions and ensure compliance with university policies. The analyst will oversee daily audit activities, provide fiscal and administrative oversight of university budget requests, and manage the department's records. As the central point of contact for College and Department Budget staff, the analyst will facilitate communication and collaboration across various university business units, ensuring that budgetary processes are efficient and effective. In this role, the Senior University Budget Financial Analyst will prepare, perform, and analyze fiscal and narrative reports related to university budgets, allotments, and legislative requests. This includes maintaining the University Fee Database, managing data requests from internal and external clients, and supporting financial planning research projects through data gathering and statistical analysis. The analyst will also be responsible for developing, managing, and reconciling departmental budgets, providing guidance to units in developing biennial budget requests, and communicating budget impacts to stakeholders. The position requires a high degree of accuracy and attention to detail, as well as strong analytical skills for decision-making. The analyst will work closely with Business & Finance leadership to ensure that budgetary concerns are addressed and that the university's financial health is maintained. This is an administrative exempt position, and the successful candidate will be expected to comply with university policies and participate in required training related to diversity, equity, and inclusion, as well as other relevant topics.

Responsibilities

  • Research data sources, mine data, and manipulate data from various public and non-public sources for projects.
  • Maintain the University Fee Database and related programming, including forms management and document archival.
  • Provide data to requests from internal and external clients as necessary.
  • Distribute requests for information and collaborate with various business units to aggregate response information.
  • Support financial planning research projects via data gathering, literature reviews, and statistical analysis.
  • Develop, manage, oversee, analyze, monitor, and reconcile all unit/departmental University-wide budgets.
  • Provide guidance to units in developing and monitoring biennial budget requests.
  • Perform cost analysis, statistical analysis, and budget forecasts for university revenue and expenses.
  • Communicate university decisions relating to budget and fiscal matters to appropriate stakeholders.
  • Prepare and present revenue and/or expenditure forecasts based on projections for management and departments.
  • Monitor, oversee, and train lower-level budget analysts and university budget personnel on fiscal management processes.

Requirements

  • Bachelor's degree in business, accounting, finance, or closely related field.
  • Minimum two years of professional experience in budgeting, financial analysis, or long-range financial planning.
  • Familiarity with Microsoft Office products, specifically proficiency in Excel for extensive financial analysis.
  • Demonstrated analytical skills for decision making and experience with financial management reports.
  • Experience presenting information clearly and effectively in writing, verbally, and graphically.
  • Well organized with a high degree of accuracy and attention to detail.
  • Demonstrated interest or experience promoting cultural competency and diversity.

Nice-to-haves

  • Master's degree in business, accounting, finance, or closely related field.
  • Experience with data visualization and/or data analytics software.
  • Knowledge of budget planning systems and database applications.
  • Overall understanding of funding policies and requirements.
  • Experience with Ellucian Banner HR/Payroll module or similar ERP system.
  • Previous experience working in a higher education setting.
