About the position

As the Chief Information Officer (CIO) at United Bankers' Bank (UBB), you will play a pivotal role in the Executive Leadership team, overseeing all IT-related functions and driving technological innovation within the organization. Your primary responsibility will be to ensure the security and efficiency of UBB's IT infrastructure, which is crucial for supporting both internal users and external customers. This position requires a dynamic and strategic thinker with strong leadership skills and a passion for advancing technology to enhance customer service and operational efficiency. In this role, you will manage a variety of IT functions, including hardware, software, internal networking, system business continuity planning, technical disaster recovery, and communication facilities. You will lead teams responsible for infrastructure, development, service desk operations, technical security, and project management. As the chief innovation leader, you will leverage technology to develop new ideas and solutions that serve UBB's customers effectively. Additionally, you will design and implement an IT Governance program and participate in annual strategic planning sessions to align the IT strategic plan with UBB's overall business objectives. Your responsibilities will also include directing software development efforts, whether conducted internally or outsourced, and ensuring that secure testing structures are in place to support established Software Development Life Cycle (SDLC) standards. You will present monthly IT reports to the Board of Directors, coordinate annual IT audits and SOC2 testing, and manage relationships with regulatory bodies, responding to inquiries and presenting outcomes to the Board. Furthermore, you will maintain UBB's website and related internet-based communication systems, upgrading them as necessary to address emerging security threats and enhance the customer experience. Establishing processes for technical resilience and disaster recovery of critical network resources will also be a key aspect of your role, as will providing the technical infrastructure necessary to support UBB's Business Continuity Plan (BCP) and participating in BCP readiness activities.

Responsibilities

  • Manage all IT-related functions including hardware, software, internal networking, system business continuity planning, technical disaster recovery, and communication facilities.
  • Provide leadership for infrastructure, development, service desk, technical security, and project management teams.
  • Perform the role of chief innovation leader using technology to develop ideas to serve customers in new ways.
  • Design and lead the IT Governance program.
  • Participate in annual strategic planning sessions and develop an IT strategic plan to align with UBB's overall strategic plan.
  • Direct software development efforts, whether internal or outsourced.
  • Design secure testing structures that support established Software Development Life Cycle (SDLC) standards and controls.
  • Present monthly IT reports to the Board of Directors.
  • Coordinate annual IT audit and SOC2 testing, respond to exceptions, and present outcomes to the Board of Directors.
  • Manage audit and regulatory relationships and respond to all regulatory examination and audit inquiries.
  • Maintain UBB website and related internet-based communication systems, upgrading to meet emerging security threats and maximize customer experience.
  • Establish processes and procedures for technical resilience and disaster recovery of critical network resources.
  • Provide technical infrastructure to support UBB's Business Continuity Plan (BCP) and participate in BCP readiness activities.

Requirements

  • Bachelor's degree in MIS or related field; Master's or other advanced degree preferred.
  • 10 - 15 years of progressive responsibilities in the IT field.
  • Minimum of 5 years of experience as a senior manager in an IT environment, preferably in banking or the financial industry.
  • Excellent professional communication skills, including interpersonal and written communications; able to communicate technical concepts and risks to non-technical executive leadership.
  • Familiarity with working in a highly regulated IT field, and the critical regulatory requirements involving IT and information security.
  • Diverse background in hardware, software, communications, network, programming, and data security.
  • Ability to explore new technologies, understand their applicability to UBB's business model, and communicate the risk and benefit of new technologies to the Executive Management team and Board of Directors.
  • Working knowledge of industry-standard security frameworks (NIST, CSF, FFIEC CAT or others).
  • Excellent working knowledge of standard technical office applications (Microsoft Office suite).
  • Proven ability to work independently, and exercise initiative and independent judgment.
  • Proven judgment in identifying, escalating, and communicating technical and security issues or threats.
  • Highly developed time management, organizational, and prioritization skills, and the ability to effectively manage multiple priorities to meet deadlines.
