About the position

The Senior Vice President of Finance at the Housing Authority of Baltimore City (HABC) is responsible for directing all financial activities of the agency, ensuring compliance with financial regulations, and providing administrative leadership in various operational areas. This role is crucial in maintaining the financial health of the organization and supporting its mission through effective budgeting, reporting, and financial management.

Responsibilities

  • Directs the work of the fiscal department staff, including assigning, planning, and reviewing work.
  • Maintains a system of accounts, records, and reports reflecting the financial status of properties owned and managed by the Authority.
  • Develops and maintains fiscal policies and procedures, assisting in the development of Authority policies.
  • Establishes and maintains internal controls to safeguard the Authority's funds.
  • Directs day-to-day accounting processes, including accounts payables, receivables, and payroll.
  • Coordinates the annual budget and budget revision process.
  • Approves payments and controls expenditures within approved budgets.
  • Prepares a variety of financial statements and reports, conducting studies on Agency operations.
  • Analyzes cash flow, cost controls, and expenses, briefing the CFO on financial developments.
  • Partners with the CFO to implement departmental goals and policies that support the Agency's mission.
  • Directs the closing of general ledgers and year-end financial statements.
  • Serves as primary contact with auditors, coordinating documentation and reviewing financial statements.
  • Ensures compliance with HUD Performance Standards and reporting requirements.
  • Coordinates and prepares financial information for other departments.
  • Manages Authority cash flow and recommends fund allocations through the budgetary process.
  • Works with employees to correct deficiencies and ensure compliance with laws and regulations.

Requirements

  • Bachelor's Degree in business administration, finance, accounting, or related field.
  • Minimum of 10 years of progressively responsible finance experience, including 5 years in a management role.
  • Master of Business Administration (MBA) and/or CPA designation preferred.

Nice-to-haves

  • Experience in public housing finance.
  • Knowledge of HUD regulations and compliance requirements.
