About the position

The Senior Vice President, Project & Program Management at WSP will lead the Program Management Team in delivering mega infrastructure projects across Southern California. This role involves serving as a Program Manager, Owner's Representative, and Delivery Partner, while developing and growing the municipal PMO business. The position is responsible for overseeing project management plans, ensuring compliance with safety and quality standards, and fostering relationships with clients and stakeholders. The successful candidate will also mentor staff, manage project execution, and contribute to business development efforts.

Responsibilities

  • Serve in a Program Manager role on mega infrastructure projects delivered via various delivery methods.
  • Act as Owner's Representative, Delivery Partner, and/or Independent PMO.
  • Develop and grow municipal PMO business.
  • Create Project Management Plans including Program Controls, Document Control, Design Management, Risk Management, Safety Management, Quality Control, and Environmental Compliance.
  • Conduct independent reviews of project progress and perform schedule analysis.
  • Provide solutions to project issues and strategize improvements to operational performance metrics.
  • Support and empower staff and direct reports to execute project assignments on time and on budget.
  • Develop and maintain relationships with public and private sector clients, agencies, partner firms, and sub-consultants.
  • Lead staff development through mentoring, training, coaching, and professional development.
  • Accountable for overall management and successful execution of major projects within the infrastructure market.
  • Oversee the discipline's vision and mission to align with corporate and client business strategies.
  • Create a learning culture that values innovative expertise and fosters personal development.
  • Implement a communication strategy to enhance discipline-related processes and mitigate risks.
  • Serve as a subject matter expert in program management for various internal and external entities.
  • Manage overall delivery team's performance and provide inspiring leadership to assigned management and staff.
  • Develop extensive high-level business contacts and client base for program management services.
  • Collaborate with professionals and senior leadership to provide future-ready solutions for clients.
  • Exercise responsible and ethical decision-making regarding company funds and resources.

Requirements

  • Bachelor's degree in engineering or similar field.
  • Extensive Design-Build project delivery experience as a Program Manager or Director of a PMO.
  • 15 years of relevant experience in public infrastructure project delivery.
  • Proven experience with construction costs exceeding $1 billion.
  • Advanced proficiency in infrastructure engineering principles and practices.
  • Strong oral and written communication skills.
  • Excellent computer skills, particularly in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Proven track record of upholding workplace safety and adherence to health and safety policies.
