About the position

The Chief Operating and Strategy Officer (1165) for the San Francisco Health Network (SFHN) plays a pivotal role in overseeing the Department of Public Health's vertically integrated healthcare delivery system. This position is part of the executive leadership team and collaborates closely with the Chief Executive Officer, Chief Nursing Officer, Chief Quality Officer, and Chief Medical Officer, as well as other divisional leaders. The primary focus is to develop and implement strategic initiatives that align with the mission of SFHN and the Department of Public Health (SFDPH). This includes managing special grants and projects directed by the executive and legislative branches of the City and County of San Francisco (CCSF) aimed at improving healthcare delivery systems. The role encompasses a variety of essential functions, including leadership, program planning, and administration. The Chief Operating and Strategy Officer provides direct supervision to department managers and directors across various SFHN divisions, such as Pharmacy Services, Support Services, and Ambulatory Services. Additionally, this position is responsible for the consolidation and management of contracts involving multiple SFHN/SFDPH divisions, ensuring that policies and procedures are developed, implemented, and enforced effectively. In terms of project implementation, the Chief Operating and Strategy Officer is tasked with developing and executing strategic initiatives that are consistent with the SFHN and SFDPH mission. This includes a focus on resource development, ensuring that high-quality, cost-effective administrative and clinical programs are created to improve integration within SFHN and its affiliated partners. The role also requires significant fiscal and budget acumen, ensuring that program development and implementation are both valuable and efficient. Moreover, the Chief Operating and Strategy Officer must possess strong political acumen, effectively communicating and engaging with a wide range of constituencies associated with SFHN and SFDPH. This includes establishing effective communication channels with staff and other parties involved in healthcare delivery initiatives, anticipating potential problems, and determining when executive leadership consultation is necessary. The position also involves finance and budget responsibilities, including analyzing and implementing financial modeling and monitoring specific to California's public hospital and health system, directing clinical and administrative units towards value-based financial arrangements.

Responsibilities

Requirements

  • Master's degree in Hospital Administration, Nursing, Public Health Administration, or a closely related field.
  • At least three years of experience as an administrator of a large general teaching hospital or related organization.
  • Three years of complex healthcare administrative experience or an equivalent combination of training and experience.
