About the position

The SHA Director of Finance is an executive service position responsible for overseeing the Office of Finance (OOF) within the State Highway Administration (SHA). This role involves managing divisions such as Accounting Operations, Budget and Financial Accounting, and the Capital Program Division, ensuring quality service to both internal and external customers. The Director will handle capital program management, federal funds management, and fiscal reporting, while also working closely with senior management on high-level fiscal issues.

Responsibilities

• Oversee the Office of Finance, including Accounting Operations, Budget and Financial Accounting, and the Capital Program Division.
• Manage a staff of approximately 80 employees to ensure quality service delivery.
• Forecast project expenditures within the annual budget and multi-year Consolidated Transportation Plans (CTP).
• Manage federal funds programming, billing, and forecasting, handling approximately $700 million to $1 billion annually.
• Oversee fiscal management of mega projects and ensure compliance with federal reporting rules.
• Ensure integrity and accuracy of fiscal systems and transactions through strong internal controls.
• Prepare executive-level fiscal reports for monthly finance meetings.

Requirements

• Experience in financial management and oversight, particularly in a governmental or public sector environment.
• Strong knowledge of budgeting, accounting, and financial reporting processes.
• Proven leadership skills with experience managing large teams and complex projects.
• Ability to work collaboratively with senior management and stakeholders.
