About the position

The Shelter Operations Coordinator plays a crucial role in supporting a portfolio of homeless shelter services within the City of Portland's ecosystem. This position is integral to the Shelter Services Team, which oversees various shelter facilities, including seven Safe Rest Villages, one congregate shelter, and Temporary Alternative Shelter Sites. The Coordinator is responsible for ensuring that these shelters meet the needs of participants, site operators, service providers, and other stakeholders. This role requires frequent collaboration and communication with various City Bureaus, community-based organizations, and elected officials, making it essential for the Coordinator to maintain effective relationships across multiple sectors. In this position, the Shelter Operations Coordinator will report directly to the Shelter Operations Manager and will be tasked with coordinating reliable and cost-effective operations for the City of Portland's shelter services. This includes ensuring that on-site services at City shelters are comprehensive and effective, supporting participants in achieving positive outcomes related to housing, mental health, physical health, and financial stability. The Coordinator will also manage shelter operations, properties, resources, and infrastructure, implementing policies and procedures to ensure compliance with City, County, and State regulations. The role involves working closely with homeless services partners, such as the Joint Office of Homeless Services and Multnomah County, to provide wrap-around services at shelter sites. The Coordinator will prepare work plans with clear deliverables and timelines, regularly monitor shelter operations, and contribute to the development of standard operating procedures and quality standards for the shelter services portfolio. This position is a unique opportunity to engage in domestic humanitarian relief operations, implementing solutions for homeless communities based on best practices and humanitarian principles. The Shelter Operations Coordinator will approach their work with empathy and sensitivity, demonstrating positive listening skills and an openness to learning from diverse perspectives.

Responsibilities

  • Coordinate reliable and cost-effective operations of the City of Portland's shelter services.
  • Ensure a comprehensive and effective portfolio of on-site services at City shelters that support participants' positive outcomes.
  • Manage shelter operations, properties, resources, and infrastructure effectively.
  • Implement policies and procedures for quality management and compliance with regulations.
  • Collaborate with homeless services partners to provide comprehensive wrap-around services at shelter sites.
  • Prepare work plans with clear deliverables, timelines, and resource requirements in collaboration with site service providers.
  • Monitor shelter site operations and focus on business process improvements.
  • Contribute to the development of standard operating procedures and quality standards for shelter services.
  • Engage with community partners, neighbors, and people experiencing homelessness to gather insights and feedback.
  • Oversee real-time data to measure progress and develop recommendations based on data analysis.

Requirements

  • Experience applying analytic and problem-solving skills to develop sound decisions and recommendations.
  • Ability to communicate clearly and persuasively, both verbally and in writing.
  • Ability to establish and maintain effective working relationships with diverse stakeholders.
  • Experience facilitating inclusive participation in workshops and meetings with underrepresented groups.
  • Experience prioritizing tasks and overcoming challenges in a collaborative environment.
  • Experience managing complex emergencies and responding appropriately to security concerns.
  • A valid driver's license and acceptable driving record at the time of hire.
  • Ability to pass a background check.
