About the position

The Department of Public Safety Communications and Emergency Management (DPSCEM) is seeking three Situational Awareness & Intelligence Analysts for its 24/7 Situational Awareness and Intelligence Unit. The Analyst will use advanced technologies and public safety tools to identify, analyze, and disseminate information regarding real-time risks, threats, and other disruptive incidents within Arlington County and beyond. Arlington County is dedicated to creating a resilient, safe, and prepared community. Our mission is to coordinate and collaborate on emergency management and homeland security initiatives to ensure Arlington County and the National Capital Region are prepared to respond to, recover from, and mitigate the impacts of disasters and emergencies.

Responsibilities

  • Monitoring and analyzing open-source information from sources such as law enforcement and fire department channels, traffic and surveillance cameras, news media, weather systems, and social media platforms to detect and evaluate potential and confirmed incidents, threats, and emerging hazards.
  • Crafting and disseminating timely, actionable alerts, situational reports, and intelligence briefings tailored to various stakeholders, including public safety agencies, county operational departments, government leadership, and the public.
  • Conducting detailed analysis of threats and hazards, identifying short-term and long-term patterns, trends, and operational implications for County agencies.
  • Evaluating the significance of local and regional incidents to provide strategic advisement to County agencies on dynamic situations, including resource coordination and deployment.
  • Providing critical support for Emergency Operations Center (EOC) activations, contributing to situational awareness and coordinating information among responders, leadership, and regional partners.
  • Serving as a subject matter expert for the County's emergency alerting and warning systems, including assisting County employees and the public.
  • Representing Arlington County in local and regional emergency management and intelligence briefings, incident coordination calls, and threat analysis meetings, including sharing insights and gathering actionable information.
  • Enhancing the Unit's mission by assisting with improving existing processes and implementing new technology and strategies.

Requirements

  • Strong research, analysis, and communication abilities, with advanced writing skills to craft clear and actionable reports, briefings, and emergency alerts.
  • Demonstrated expertise in open-source research and real-time reporting, with the ability to manage high volumes of information, prioritize tasks, and make sound decisions under pressure.
  • Technological proficiency with tools and platforms for situational awareness, emergency alerting, intelligence collection, and data analysis (e.g., GIS mapping, threat dashboards, and surveillance systems).
  • Adaptability and problem-solving skills, with experience supporting emergency operations, navigating ambiguity, and responding to dynamic, high-stress environments.
  • Strong interpersonal and collaboration skills, with the tact and diplomacy needed to engage effectively with diverse internal and external stakeholders.

Nice-to-haves

  • Bachelor's Degree in fields such as National Security, Political Science, Geographic Information Systems, Counterterrorism, Journalism, Homeland Security, Emergency Management, International Affairs, Communications, or related disciplines.
  • Experience with open-source intelligence (OSINT) including social media and news monitoring, counterintelligence, business continuity and disaster recovery, corporate security, government affairs.
  • Familiarity with emergency management, intelligence collection, and public safety tools and technologies, including social media monitoring platforms, live camera surveillance tools, WebEOC, ArcGIS, Police Mutual Aid Radio Systems (PMARS), National Warning System (NAWAS), Computer Aided Dispatch systems (CAD), Integrated Public Alert & Warning System (IPAWS) Wireless Emergency Alerts (WEA), and other local, state, and federal communications systems.
