The Technology SME - IT Project Manager is responsible for managing complex projects from planning through delivery, specifically supporting the U.S. Army Intelligence and Security Command (INSCOM) at Fort Belvoir, Virginia. This role involves liaising between project members, cross-functional teams, external vendors, and other stakeholders to ensure that deliverables, requirements, schedules, costs, and meeting plans are effectively communicated. The Project Manager will provide a full range of IT project management support in accordance with the Program Management Institute (PMI) guidelines and directives. In this position, the Project Manager will oversee all aspects of the development and implementation of assigned multi-agency or enterprise-level projects. This includes obtaining authorization and commitment, demonstrating business needs, and assessing project feasibility. The role encompasses managing IT projects and programs that may include large- and small-scale Military Construction (MILCON) projects, IT enterprise services projects, IT communications/networking projects, as well as software and hardware upgrade projects. The Project Manager will be responsible for managing complex project and program plans and schedules, providing technical advice on critical paths, and establishing milestone development. The Project Manager will conduct project meetings and is responsible for documentation, briefings, statements, spreadsheets, reports, and conducting tracking and analysis. They will develop criteria for evaluating programs, proposals, and other pertinent information related to project assignments. Planning project stages, defining project scope and objectives, and initiating, managing, and monitoring progress to meet deadlines, standards, and cost targets are key responsibilities. The Project Manager will also develop detailed work plans, schedules, project estimates, resource plans, and status reports, interfacing with all areas affected by the project, including end users and client services at all audience levels, from the user to the Commanding General. Additionally, the Project Manager will develop project controls and risk management procedures, manage the integration of vendor tasks, and track and review vendor deliverables to ensure adherence to quality standards. Establishing key metrics and KPIs to measure progress towards achieving project management goals is also a critical function of this role. The position may require CONUS and OCONUS travel.
