About the position

The Social Scientist/Natural Resource Specialist position within the General Engineering Department of Agriculture is responsible for providing strategic guidance and leadership for various Forest programs and activities, including Lands, Boundary Management, Special Uses, Minerals, Recreation, Heritage, Conservation Education, and Engineering. The role involves developing policies, monitoring unit activities, and ensuring compliance with higher-level directives while representing the agency in assigned areas.

Responsibilities

  • Provide strategic guidance and leadership for the unit's recreation, engineering, lands, boundary management, special uses, heritage, and minerals programs and activities.
  • Develop and recommend policies, programs, plans, and objectives based on needs and directives from higher authority.
  • Monitor and review unit activities for adherence to higher level directives, prepare reports of findings and recommend course of action on issues requiring line management decisions.
  • Provide oversight, review, evaluate, and approve overall program of work, work plans, and modification of functional program areas.
  • Responsible for all phases of staff work in long-range planning and administration of unit's land management program.
  • Monitor program accomplishment, resolve issues, and coordinate program, project, and contract integration with applicable staffs.
  • Provide leadership for the accomplishment of work with regard for sound management practices, economical and proper use of supplies/equipment and efficient use of people and safety practices.
  • Represent the agency in assigned areas, participating with top management officials to furnish specialized information for policy setting and overall planning.
  • Establish and communicate guidelines and performance requirements to employees including conducting formal performance reviews and identifying developmental and training needs of employees.
  • Plan the work to be accomplished by the unit by assigning work to employees and establishing production or quality standards for the unit's work.

Requirements

  • Must be a U.S. Citizen or National.
  • Males born after 12/31/1959 must be Selective Service registered or exempt.
  • Subject to satisfactory adjudication of background investigation and/or fingerprint check.
  • Successful completion of one year probationary period, unless previously served.
  • Provide course descriptions as necessary for qualifications based on education.
  • Basic Requirement: Degree in behavioral or social science or related disciplines, or a combination of education and experience equivalent to a major in the field.

  • Experience in land management planning policies and regulations.
  • Knowledge of environmental issues and resource management strategies.
  • Ability to develop and implement multiple-use resource management plans.
