About the position

The Social Services Analyst 1/2/3 positions in the Economic Stability Section of the Louisiana Department of Children and Family Services (DCFS) are critical roles aimed at assisting families in need through various support programs. These positions are located in the Baton Rouge Region and may be filled in E. Baton Rouge, E. Feliciana, or Iberville Parish. The selected candidates will be responsible for interpreting and applying complex federal, state, and local laws and regulations, as well as agency policies and procedures. They will engage with clients to assess their needs and determine the appropriate support services required, including programs like the Supplemental Nutrition Assistance Program (SNAP), Kinship Care Subsidy Program (KCSP), and the Family Independence Temporary Assistance Program (FITAP). The ideal candidates will possess strong competencies in customer service, policy adherence, and effective communication. They will be expected to manage a caseload, monitor program participation, and ensure compliance with program mandates. Additionally, they may represent the agency in client appeals and hearings, conduct investigations related to child support cases, and assess eligibility for various assistance programs. This role offers opportunities for career progression within the job series, allowing for advancement based on performance and qualifications. Responsibilities

  • Interpret and apply complex federal, state, and local laws and regulations, program directives, and agency policies and procedures.
  • Interview clients/applicants to obtain information, assess employment and educational history, work abilities, and training interests to determine needed support services.
  • Serve as case manager for assigned caseload, recording findings, recommendations, and services provided; complete case record forms and necessary correspondence.
  • Explain program rules and procedures to applicants, assess their willingness to comply, identify barriers to participation, and select resources to eliminate those barriers.
  • Monitor program participation to ensure compliance and take appropriate action to ensure that participants fulfill program obligations.
  • Assist with representing the agency on client appeals and hearings by compiling necessary documentation.
  • Perform investigative and enforcement functions related to child support cases, including intake services and absent parent location.
  • Assess financial resources to determine an absent parent's ability to provide support and monitor support payment activity on assigned cases.
  • Prepare and submit documents for court proceedings and serve as court liaison for the agency.
  • Conduct Claimant Conferences to explain the disability process to claimants and assess program eligibility for children in state custody.

Requirements

  • A baccalaureate degree.
  • Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
  • Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the degree.
