About the position

The Software Architect / Development Manager at the Office of Vital Records and Statistics (OVRS) is responsible for overseeing the development of software products that track vital events and manage the issuance of related certificates. This role involves coordinating multiple development teams to ensure alignment with project goals, timelines, and resources while crafting a shared architectural vision for the applications.

Responsibilities

• Oversee the creation of software products by coordinating multiple development teams.
• Ensure all teams are aligned with project goals, timelines, and resources.
• Craft and maintain a shared architectural vision for OVRS applications.
• Support the creation and maintenance of various OVRS applications.

Requirements

• 2+ years of AWS experience, including support of multiple applications in the cloud and utilizing cloud architecture.
• 5+ years of experience in writing responses to RFPs, computing legislative fiscal notes, creating documentation, writing training and testing procedures, updating grants and budgets, interviewing, conducting 1:1s, customer outreach, curating culture and norms for remote teams, managing multiple concurrent scrum teams, and training new developers.
• 8+ years of experience designing and developing registration systems for vital events and the issuance of certificates.
• 10+ years of experience in JAVA, SQL, architecting software applications, PHP, VBScript, debugging, and scrum/agile development.

• Active certifications such as Certified Scrum Developer, Certified ScrumMaster, Certified Scrum Product Owner, AWS Certified Cloud Practitioner, or AWS Certified Solutions Architect - Associate.
