About the position

Systems Planning and Analysis, Inc. (SPA) is seeking a highly qualified Space Planning and Programming Analyst to support the Space Operations Command (SpOC)/S8Z. This position is critical in developing, planning, and programming strategies for SAP/SAR S&T concepts, capabilities, and technologies, ensuring their integration with Department of Defense (DoD) and service strategies. The successful candidate will play a vital role in capability changes as part of the USSF Space Operations Command activities, particularly in the Space Control mission area. This role involves supporting capability life-cycle activities under both traditional and new rapid development/acquisition processes to field essential Space Superiority capabilities that contribute to DoD all-domain operations. The analyst will assist HQ USSF/S8Z planners in creating products for integration into USSF Space Operations Command Planning, Programming, Budgeting, and Execution activities related to critical space capabilities. This includes integrating strategy plans for program submissions and tracking the execution of approved budget activities. The candidate will propose, develop, and layout a warfighting framework specifically for the Space Superiority mission in the Space Control area. Additionally, the analyst will help maintain the Space and Cyberspace Superiority portions of the Commands CFSPs, which now include the Resource Allocation Plan and its appendices, detailing the necessary infrastructure and enablers for the Space and Cyberspace Superiority missions. The role requires identifying and integrating Planning and Programming guidance, DoD and service strategies, and doctrinal changes to support HQ USSF/S8 planning efforts. The analyst will collaborate with various organizations, including Joint Staff, USSPACECOM, USSTRATCOM, USCYBERCOM, and others, to assist in understanding Space Force strategic priorities and direction. The position also involves supporting planning integration events, providing updated briefings and point papers to the Government, and preparing/delivering briefings aimed at integrating and gaining planning advocacy for the Space Superiority/Space Control mission. The analyst will interact directly with various military and defense agencies to identify operational deficiencies and integrate total force capabilities, attend conferences, and provide reports as required.

Responsibilities

  • Assist HQ USSF/S8Z planners in the development of products for integration into USSF Space Operations Command Planning, Programming, Budgeting, and Execution activities of critical space capabilities.
  • Integrate strategy plans for program submissions and track execution of approved budget activities.

  • Assist HQ SpOC/S8Z planners in developing and maintaining the Space and Cyberspace Superiority portions of the Commands CFSPs and appendices.

  • Work with organizations such as Joint Staff, USSPACECOM, USSTRATCOM, USCYBERCOM, and others to assist in understanding Space Force strategic priorities and direction.
  • Support planning integration events including Air and Space Staff integration.
  • Provide updated briefings and point papers to the Government.
  • Prepare/deliver briefings aimed at integrating and gaining planning advocacy for the Space Superiority/Space Control mission.
  • Interact directly with Space Staff, Air Staff, NAFs, MAJCOMs, Unified Commands, and defense agencies to identify and define operational deficiencies.
  • Attend conferences and other technical exchanges and provide reports as required.

Requirements

  • Top Secret/SCI security clearance required.
  • Mid-level experience in operations research or related field.
  • Strong understanding of DoD planning, programming, budgeting, and execution processes.
  • Experience in space operations and capabilities development.
  • Ability to work collaboratively with various military and defense organizations.
  • Excellent communication skills for preparing and delivering briefings and reports.

Nice-to-haves
