About the position

Colonna's Shipyard is seeking an Estimator to support shipyard operations in Norfolk, VA. The Estimator will handle day-to-day government estimating tasks, establish and maintain estimating files for contracts, and lead the in-house turnover meeting from the Estimating Department to the Project Management team upon contract award. This role requires attention to detail and the ability to work beyond standard hours to support business operations.

Responsibilities

  • Develop detailed labor and material estimates from government provided specifications.
  • Understand, analyze, and price the entire scope of the RFQ or RFP.
  • Work closely with the Subcontractor Estimator and Material Estimator to ensure accurate pricing.
  • Perform analysis of subcontractor quotes to account for exceptions taken.
  • Work on multiple proposals simultaneously while meeting stringent schedule requirements.
  • Estimate by analyzing blueprints, specifications, proposals, and scope of work.
  • Inspect projects to validate repair/alteration information and produce estimates based on checks.
  • Conduct development of schedules and material procurement lists for all tasks.
  • Ensure complete understanding of work scope through site visits and liaison with representatives.
  • Document and maintain estimate work sheets, material, quotes, and reference material.
  • Prepare fixed price bids using man-hour labor by skill/trade area and quotes.
  • Prepare comparative estimates for selecting qualified subcontractors.
  • Ensure cost estimates are accurate prior to submission for management review.
  • Analyze requests for proposals and contract terms, advising on potential business risks.
  • Recommend pricing strategy and contract terms for negotiations.
  • Direct and coordinate activities of personnel engaged in cost estimating for repair.
  • Analyze cost versus profit to determine the best business strategy.
  • Support responses to RFPs, RFQs, RFIs, and marketing efforts.
  • Provide technical writing, editing, and proof-reading services for proposals.
  • Collaborate with the capture team to understand strategy and convey key messages.
  • Develop and be accountable for the overall proposal schedule and writing assignments.
  • Conduct lessons learned and document actions to improve processes.

Requirements

  • At least six (6) years' experience in government contract estimation roles or managing ship repair production operations.
  • Hands-on experience with government contract administration and ability to read and interpret specifications, blueprints, and technical manuals.
  • Working knowledge of US Navy, MSC Standard Items and Work Specifications.
  • Excellent written and verbal communication skills.
  • Ability to read technical proposal requirements and develop winning proposals.
  • Ability to travel and participate in ship checks.

  • Bachelor's degree in business or related field.
  • Understanding of FAR and DFAR requirements for various contract types.
  • Working knowledge of US Army, Coast Guard, and NOAA Standard Items and Work Specifications.
