About the position

The Financial Management Analyst position at Tecolote Research, Inc. involves providing analytical support and financial management expertise to assist in the development and execution of financial reviews and budget management for various projects within the Department of Defense (DoD). The role requires collaboration with multiple partner organizations and the ability to manage investment funds while ensuring compliance with financial regulations and processes.

Responsibilities

  • Support development of financial review briefings for Spring, Summer and Winter Financial Reviews.
  • Manage and maintain the division-level investment funds.
  • Engage in lifecycle cost management and resource cost estimating for multi-year projects and activities.
  • Manage the collection, validation and update of financial execution data to budget execution databases and other customized organizational decision-support tools on a recurring basis.
  • Responsible for various recurring reports that track and forecast spending at the program, project and component level.
  • Modify database queries and reports to meet analytical demands as required.
  • Provide analysis, produce briefing charts, and generate supporting documentation.
  • Prepare, coordinate and transmit funding documents from multiple funding streams and appropriations to support program efforts across numerous partner organizations.
  • Monitor major program-level contracts and provide data and/or recommendations to support fiscal-oriented decisions.
  • Provide key support in the development and implementation of a requirement validation and prioritization process.

Requirements

  • A minimum of three (3) years of relevant experience.
  • Bachelor's Degree in Business, Economics, Finance, and/or Accounting.
  • Financial management experience in a Department of Defense (DoD) environment.
  • Budget execution experience in a DoD Acquisition/Sustainment program.
  • Experience in the DoD PPBE and Process.
  • Analytical experience providing decision support and program advocacy inputs/products to DoD management.
  • Experience with Microsoft Office Suite.
  • Competency and experience with CCaR, DEAMS, CRIS, and FM Suite systems.
  • Knowledge of the budget process for a DoD acquisition or sustainment program.
  • Current Secret Security Clearance required.

Nice-to-haves

  • Experience with DoD Air Force Programs is desired.
  • Experience with Air Force (AF) proprietary systems to include ABSS, DTS, DoD EDS, DTIMS, WAWF, AF accounting experience is a plus.
  • Familiarity with Automated Funds Management (AFM) System and Integrated Budget and Documentation System (IDECS).
  • Expertise managing and providing product/analysis support for FYDP programming/budgeting (to include the AF POM and OSD BES) is desired.
