The Highway Programs Specialist position at the Nebraska Department of Transportation (NDOT) focuses on developing programs, assisting with project delivery, and ensuring compliance with state and federal regulations. Responsibilities

• Review, write, and edit documents according to federal and state regulations and NDOT guidelines.
• Create program and project reports, maintain project records, and distribute updates to stakeholders.
• Oversee NDOT projects to ensure compliance with requirements and lead public involvement efforts.
• Manage federal DBE Supportive Services and OJT Supportive Services contracts.
• Assess and mitigate risks in project delivery and construction schedules.
• Lead projects adhering to Civil Rights program requirements and methodologies.
• Initiate civil rights assessments for transportation programs and develop public involvement plans.
• Serve as a primary contact for project-related inquiries.

Requirements

• Two-year post high school degree or equivalent coursework in relevant fields and one year of experience in project management or public policy.
• Strong verbal and written communication skills.
• Working knowledge of project management theories and practices.
• Analytical and problem-solving skills.

Nice-to-haves

• Bachelor's degree in a relevant field.
• Experience in transportation-related project delivery or program management.
• Familiarity with Microsoft Office, OnBase, AASHTOware, and Clarity software.
• Experience in developing or overseeing performance measures.
