About the position

The Public Health Specialist IV position is a full-time role within the Health Department's Behavioral Health & Injury Prevention Division. This role involves managing complex health programs, overseeing planning, budgeting, and personnel management, and addressing various public health issues. The specialist will work independently within established policies and report to the Director of Health and Senior Public Health Manager. Responsibilities include developing policies related to social determinants of health, managing federal programs, and supervising educational and social service activities.

Responsibilities

  • Manage a comprehensive health program or function.
  • Handle planning, budget, and finance administration.
  • Exercise independent judgment within established policies.
  • Develop policies identifying social determinants of health.
  • Negotiate and coordinate federal programs concerning the Health Department.
  • Implement statistical and accounting systems for audits.
  • Analyze demographic data and confirm statistical validity of results.
  • Manage public health programs consistent with public health laws and regulations.
  • Supervise education and information activities in the department.
  • Provide consultation to area schools on curricula and resources.
  • Supervise social service activities and organize volunteers.
  • Oversee a nutritional research program and instruct citizens on nutrition.
  • Serve as principal nurse for specialized nursing programs.
  • Establish psychological testing and counseling services for mental health.
  • Assess the health literacy of the population served.

Requirements

  • Accredited Bachelor's degree and six years of experience in healthcare or related fields; OR an accredited Master's degree in Public Health and four years of experience; OR a High School Diploma and ten years of experience in healthcare or related fields.
  • Valid state-issued driver's license in accordance with City of KCMO policies.
  • Pass a pre-employment drug screen and post-offer physical examination.

Benefits

  • Full-time position with a competitive salary range of $5,173-$7,759/month.
  • Normal work hours are Monday-Friday, 8:00 a.m.-5:00 p.m.
