About the position

The Quality Assurance Coordinator is responsible for directing and coordinating the quality assurance review of construction plans produced by in-house staff and contracted consultants. This role ensures that the services provided contribute to the quality of construction plans, reviews documents for completeness, and provides technical input to improve plan quality. The coordinator also manages contracts, monitors consultant work, and ensures compliance with budgetary constraints while maintaining effective communication with various stakeholders.

Responsibilities

  • Direct and coordinate the quality assurance review of construction plans.
  • Review construction plans and related documents for quality and completeness.
  • Ensure comments from quality assurance consultants are technically sound and properly presented.
  • Provide technical input to improve plan quality and avoid historical design errors.
  • Compile and track scheduled dates for Final Plan's production processing and perform monthly project updates.
  • Negotiate and mediate quality assurance contracts.
  • Develop work scopes and task work orders for quality assurance consultant reviews.
  • Monitor consultant work efforts against budget and ensure resource needs are met.
  • Process, check, and certify invoices for quality assurance consultants' work.
  • Assist with the initial and final reviews of consultant prepared specifications packages.

Requirements

  • A high school diploma or its equivalent and four years of relevant employment experience, or an Associate's degree and two years of relevant experience, or a Bachelor's degree from an accredited college or university.
  • Knowledge of highway design concepts, terminology, and techniques.
  • Knowledge of professional services practices and procedures, including authorizations and invoicing.
  • Ability to read and interpret engineering design plans and specifications for accuracy.

Nice-to-haves

  • Experience with the Plans Preparation Manual (PPM) and Florida Design Manual (FDM).
  • Familiarity with cost estimating for highway construction.
  • Skill in using Microsoft Office programs and department mainframe applications.
