About the position

The System Procurement Director at the University of South Carolina is responsible for overseeing the procurement of large volumes of complex information technology and goods and services across the university system. This role involves developing sourcing strategies, evaluating suppliers, negotiating contracts, and ensuring compliance with procurement regulations. The director will also supervise a Business Analyst and collaborate with various departments to meet the university's procurement needs.

Responsibilities

  • Conducts the procurement activity of goods and services systemwide by preparing or reviewing contracts and purchase requisitions, including emergency and sole source procurements, that comply with University Standards and State Procurement regulations.
  • Issues competitive solicitations to obtain information technology and goods and services in accordance with the provisions of the SC Procurement Code.
  • Provides leadership and supervises procurement staff.
  • Provides professional expertise by communicating with senior leadership; representing the Department, communicating with and acting as advisor to various committees and groups including but not limited to the University administration, other departments, and State Fiscal Accountability Authority.

Requirements

  • Requires a bachelor's degree and 5 or more years of experience, which may be substituted by an equivalent combination of certification, training, education, and/or experience.
  • Knowledge of State and University policy and procedures.
  • Familiarization with SC Consolidated Procurement Code.
  • Experience related to state procurement and/or professional services.
  • Considerable knowledge of specification writing, contracts and procurement.
  • Capable of working harmoniously with a diverse group of people.
  • Working knowledge of a personal computer with excellent analytical skills.

Nice-to-haves

  • NIGP-CPP, CPPO or CPPB certifications are preferred.
