About the position

The position of Public Service Administrator involves managing the Special Appropriations programs for the Bureau of Positive Youth Development. The role includes developing these programs in community-based agencies, planning, organizing, controlling, evaluating, and executing the programs. The administrator will make recommendations for program development and improvement, ensuring compliance with relevant laws and regulations. This position also requires the development and delivery of training and orientations for program implementation and evaluation, as well as the efficient use of program resources within approved budgets.

Responsibilities

  • Manages the Special Appropriations programs for the Bureau of Positive Youth Development.
  • Responsible for developing, organizing, and evaluating achievements of goals and objectives of programs.
  • Prepares, coordinates, and monitors the entire application process ensuring compliance with the Grant Accountability and Transparency Act (GATA) 30ILCS708; 2CFR200, the Illinois procurement code, etc.
  • Serves as full-line supervisor.
  • Develops, updates, and conducts program trainings and orientations regarding program implementation, evaluation requirements, policies, and procedures.
  • Directs efficient use of program resources including the assurance that statutory responsibilities and programs exist within approved budgets.
  • Consults with Bureau staff to ensure the comprehensive integration and coordination of program activities and functions.
  • Performs other duties as required or assigned.

Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, with course work in a social or human services field.
  • Requires three (3) years progressively responsible administrative experience in a health or human services organization.

Nice-to-haves

  • One (1) year experience developing and implementing multi-provider state and/or federal grant programs ensuring compliance with 2CFR200 requirements (GATA).
  • One (1) year experience serving as supervisor to subordinate staff.
  • Two (2) years of professional experience utilizing social and human services principles and practices for a public or private organization.
  • Two (2) years of professional experience working with population-based prevention models, community assessment and action planning.
  • Two (2) years of professional experience developing and managing a major agency program.
  • Two (2) years of professional experience utilizing the principles of governmental accounting, program budgeting, personnel, statistics, and procurement.
