About the position

The Special Counsel & Chief of Staff position at the Department of Citywide Administrative Services (DCAS) involves providing legal and managerial support to the Office of the General Counsel (OGC). The role requires a highly organized and proactive attorney to advise the General Counsel, manage a team of over 40 legal professionals, and oversee various legal processes and initiatives within the agency. This position plays a critical role in ensuring effective legal counsel and support for the operations of the City of New York.

Responsibilities

  • Advising the General Counsel on sensitive matters.
  • Managing a staff of 40+ attorneys, investigators, and support staff, including Deputy General Counsels across various portfolios.
  • Leading OGC's development and execution of a talent hiring and retention plan.
  • Assisting with management of major OGC processes, including risk management, audits, investigations, and oversight of major litigation.
  • Managing information flow between the General Counsel and internal and external parties to eliminate bottlenecks.
  • Developing organizational structures and systems that facilitate the work of teams, including cross-functional teams.
  • Working with the General Counsel and DCAS executive/senior leadership to ensure that OGC is meeting the needs of the agency.
  • Handling any other duties or matters as needed.

Requirements

  • Admission to the New York State Bar.
  • Four years of recent full-time responsible legal experience subsequent to admission to any bar, with eighteen months in a supervisory capacity.
  • Ability to remain a member of the New York State Bar in good standing for the duration of employment.

Nice-to-haves

  • 10 years of post-bar legal experience preferred.
  • Experience working at a managerial level within government, particularly City government.
  • Experience managing a principal, including organizing and facilitating decision-making processes and tracking deliverables.
  • Ability to independently act on priority projects.
  • Ability to prioritize and complete work assignments in a timely manner.
  • Ability to exercise critical, analytical, and problem-solving skills under pressure.
