About the position

The supervisor will be responsible for the daily supervision, guidance, management and leadership of various related service providers (RSPs) within our internal and external schools and programs through the Special Education Department. The supervisor will supervise staff in the planning and implementation of direct and indirect services to students enrolled in special education programs. Assignments may include duties in one or more of the following programs: Functional Living Skills, Occupational Therapy, Physical Therapy, Motor Services, Speech Therapy, Behavior Consultants, Feeding Team and other Related Services areas identified. The supervisor will collaborate effectively with the supervisory team, direct reports, The Oregon Department of Education (ODE), advisory groups and coordinate activities, supervise staff and allocate resources to meet needs of assigned programs and responsibilities. The supervisor is responsible for special education training and technical support (with an emphasis and priority on technical assistance, strategic and intensive interventions). The supervisor will provide support and professional development that is research based, evidence based and on-going best practices supporting the implementation of general supervision technical assistance support for school districts in Multnomah County. This position will work closely with related service providers, educators, support staff and administrators to develop and implement policies and procedures that support the needs of children with disabilities. In addition, this role will involve attending monthly training meetings with ODE, implementing the required area of general supervision within timelines and maintaining relationships with assigned school districts.

Responsibilities

  • Partner with the Office of Enhancing Student Opportunities and Support Specialists to ensure presentation and sharing of effective technical assistance to school districts within our region.
  • Create training materials that can be customized to meet the needs of different audiences.
  • Provide technical assistance to support the implementation of effective educational programs for children experiencing disabilities.
  • Attend and conduct monthly meetings with Related Services Providers, ODE, and advisory teams.
  • Implement the required area of general supervision within timelines ensuring that all policies and procedures are in place and being followed.
  • Provide leadership, management and supervisory oversight in all duties as assigned through a lens of professionalism, integrity, high moral standing, equity and inclusion.
  • Supervise and effectively evaluate and assess assigned licensed, certificated and classified staff and implement progressive discipline principles, if needed.
  • Establish schedules for and conduct observations and evaluations within timelines.
  • Direct, assist, and review the staff scheduling, assessment, instructional activities and report writing activities for students referred for evaluation and/or program placement.
  • Plan, implement and evaluate staff development activities based upon identified staff needs, changes in state/federal laws, and projected trends in regular and special education.
  • Collaborate and assist in the writing and review, evaluation and revision at least annually of the program service objectives for each program assigned to the supervisor.
  • Gather data, synthesize results, and submit written/verbal reports to districts, regional programs, and state agencies with which MESD has entered into agreements and/or contracts.
  • Oversee personnel changes, recruitment, interview, and recommendations for hire, staff according to the District staff selection process as needed or requested.
  • Establish and monitor procedures for the selection and purchase of evaluation instruments, protocols, adaptive equipment, instructional materials and curriculum for assigned programs.
  • Communicate and monitor the district and department policies and procedures regarding staff responsibilities as related to their individual job descriptions.
  • Participate in ongoing professional growth activities to enhance knowledge and skills related to equity, instructional service delivery models; accommodations and adaptations for students with disabilities; and supervisory practices.
  • Perform related duties as assigned to ensure effective program outcomes.
  • Confer with and consult with school district administrators, other school district personnel, Oregon Department of Education (ODE), Supervisor and keep informed of program activities, other social service agencies & Community Based Organizations (CBOs), Parents or guardians.
  • Attend administrative meetings, staff meetings, ODE meetings, IEP meetings or others as requested and or assigned.
  • Use personal safety techniques to assure the physical and emotional well being of students to avoid exposure and injury to self, students, and other staff.
  • Develop expertise in facilitating effective meetings, providing results-oriented staff development; promoting collaborative team processes and coaching teams through conflict resolution.
  • Evaluate effectiveness of specific educational and functional behavioral assessment or evaluations.
  • Serve as a resource person to staff, regional districts and ODE regarding techniques for tracking and interpreting academic/behavioral data.
  • Maintain exemplary job attendance, responsiveness, relationships and rapport with all staff.

Requirements

  • A Masters Degree in Educational Management, Leadership or Administration, Speech and Language Pathology, OT/PT Motor skills, Special Education, or School Psychology.
  • Minimum of 5 years of experience in Special Education is required.
  • Valid Oregon Administrative License with Administrator Endorsement (ProAL or Principal's Licensure).
  • Within the last five years, experience of related duties in special education supervision, program supervision, consultation, school leadership, district level program coordination or equivalent assignment in a leadership role.
