About the position

The Human Resources Specialist at CEMEX will serve as a subject matter expert in all aspects of human resources, focusing on attracting, developing, and retaining top talent to support the organization's growth. This role is pivotal in ensuring compliance with CEMEX HR policies and procedures, as well as collective bargaining agreements where applicable. The specialist will work closely with operations personnel to address various people issues, ensuring a positive work environment and effective labor relations. In this position, the HR Specialist will identify and track staffing needs, proactively filling them through internal and external hiring strategies, succession planning, and retention practices. Collaboration with operations management is essential to maintain positive employee relations, including managing local grievance processes. The specialist will oversee the entire hiring process, from creating job descriptions and requisitions to recruiting, selecting candidates, preparing offers of employment, and conducting new hire orientations. Additionally, the HR Specialist will ensure thorough background checks, education verification, and reference checks are completed before hiring decisions are finalized. They will conduct exit interviews and monitor activities related to departing employees, ensuring compliance with company policies and government regulations. The role also involves investigating employee complaints and grievances, coordinating training and development activities, and assisting management with employee discipline and improvement plans. The HR Specialist must adhere to all CEMEX, OSHA, and MSHA rules and regulations, ensuring safety standards are met while performing their duties. This position requires a strong commitment to ethical practices and compliance with institutional policies, as well as the ability to manage multiple issues simultaneously in a dynamic work environment.

Responsibilities

  • Identify and track staffing needs of the business and proactively fill them via internal and external hiring, succession planning, and retention practices.
  • Collaborate with operations management to maintain positive employee and labor relations, including managing local grievance processes.
  • Manage the hiring process, including creation of job descriptions, requisitions, recruiting, selection of candidates, preparation of offers of employment, and conducting new hire orientations.
  • Ensure that candidate backgrounds, education, and references are verified before hiring decisions are made.
  • Conduct exit interviews and monitor all activities related to departing employees.
  • Oversee compliance with company rules & policies and government regulations.
  • Investigate employee complaints and/or grievances and allegations of policy and rule violations.
  • Coordinate employee training and development, engagement, and retention activities for assigned operations.
  • Counsel and assist management in employee discipline, improvement plans, and termination hearings/meetings.
  • Adhere to all CEMEX, OSHA, and MSHA rules and regulations at all times and wear proper safety equipment while on plant grounds.
  • Meet or exceed company safety standards.
  • Perform other job responsibilities as assigned by management.

Requirements

  • Bachelor's degree or equivalent combination of education and experience.
  • 2 years of Human Resources experience.
  • Strong communication skills, both written and verbal, including presentations before small and large groups.
  • Proficient with a personal computer - Word, Excel, and PowerPoint; SAP HR, Success Factors, and/or Taleo experience is a plus.
  • Deep knowledge of Human Resources Generalist functions.
  • Knowledge of Labor Relations fundamentals preferred.
  • Strategic decision-making and tactical human resources experience.
  • Analytical thinking - problem solver that seeks best solutions.
  • Team player - works well with others and is capable of collaborating across regions & functions.
  • Ethical and high compliance with institutional policies and standards.
  • Strong sense of urgency and customer service orientation.
  • Ability to manage multiple issues at one time.
