About the position

The Specialist, Program Finance at L3Harris Technologies plays a crucial role in ensuring the financial health of various programs. This position involves utilizing Earned Value Management System (EVMS) to provide accurate and timely financial information, enabling effective decision-making and risk management. The ideal candidate will be proactive, detail-oriented, and possess strong communication skills to collaborate with key stakeholders, including Program Management and Engineering teams.

Responsibilities

  • Act as the subject matter expert for financial performance of programs, providing early warnings of potential performance issues and identifying risks.
  • Guide program financials including development of time-phased integrated budgets and schedules, Earned Value (EV) data compliance and reporting.
  • Conduct budgeting, cost control, variance analysis, internal/external reporting, risk management, and financial support.
  • Develop quarterly Estimate at Complete (EAC) reports and assist in accurate projections of Estimate to Complete (ETC) and Latest Revised Estimate (LRE) data.
  • Educate and lead financial analysts in organizing Work Breakdown Structures (WBS) and maintaining charge numbers.
  • Monitor costs and personnel to ensure actuals are within budget and charged correctly.
  • Generate program financial artifacts such as EV reports, graphs, and analysis for customer reporting.
  • Develop and present briefings on program financial status to customers.
  • Provide leadership and mentorship to finance professionals and communicate changes to practices and processes.
  • Perform ad-hoc analysis, data integrity checks, and validations related to program financials.

Requirements

  • Bachelor's Degree and minimum 4 years of prior relevant experience, or a Graduate Degree with a minimum of 2 years of related experience, or 8 years of prior program finance experience in lieu of a degree.
  • Working knowledge of Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), and Generally Accepted Accounting Principles (GAAP).
  • Mastery level knowledge of Earned Value and EVMS is highly desired.
  • Advanced experience with Microsoft Excel and other MS Office tools.

Nice-to-haves

  • Experience with Deltek Cobra, Empower, PM Compass, and SAP.
  • A broad understanding of business financial management techniques including government and commercial contracts, earned value analysis, cost analysis, financial planning, cash flow, and billing milestones.
  • Experience with creating financial forecasts.
  • DoD contractor experience preferred.
