About the position

The Specification Writer (FSC) position within the Department of Defense involves advising on property management programs, ensuring contractor compliance, and developing training for property management technicians. The role requires strategic planning to enhance operational efficiency and resolve procurement issues through effective liaison between departments.

Responsibilities

• Advise on successful property management programs.
• Determine adequacy of contractor advance planning products to identify procurement issues.
• Review input of technicians and develop training requirements for property management technicians.
• Act as a liaison between various departments to resolve acquisition and material management matters.
• Analyze variance reports to identify scheduling problems and recommend solutions.
• Perform strategic planning to identify future initiatives and improve business opportunities.

Requirements

• Must be a US Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• Must successfully pass the E-Verify employment verification check.
• Must have at least one year of specialized experience at or equivalent to the GS-09 grade level.
• Experience in preparing contract documents for facilities support contracts.
• Knowledge of industrial engineering practices for defining customer requirements.
• Ability to evaluate price/cost data for procurement actions.

Nice-to-haves

• Ph.D. or equivalent doctoral degree in a related field.
• Three years of progressively higher level graduate education leading to a Ph.D.
• LL.M. degree related to the position.
