About the position

HII's Mission Technologies is seeking a Spectrum Management Professional to provide direct support to the Army Spectrum Management Office at Fort Meade, MD. The role involves using planning, research, analysis, and evaluation skills to resolve complex operational problems related to communications systems and spectrum management. The Spectrum Manager will create and review frequency assignment proposals, ensure compliance with regulations, and provide technical support to customers, contributing to the effective management of the electromagnetic spectrum.

Responsibilities

  • Create and review frequency assignment proposals to identify potential conflicts with existing assignments.
  • Verify technical equipment specifications for accuracy in spectrum applications.
  • Ensure compliance of frequency assignment proposals with applicable policies and recommend corrective actions as necessary.
  • Evaluate and initiate frequency proposals in standard frequency action format according to MCEB PUB 7.
  • Perform interference analysis and frequency processing using Spectrum XXI and the Government Master File (GMF).
  • Provide spectrum management input for foreign spectrum supportability as required by acquisition law.
  • Analyze complex problems related to advanced systems and determine resolution approaches.
  • Research current and historical sources to apply specific data or theory.
  • Utilize data resources and automated analysis techniques to resolve unprecedented problems.
  • Develop resolutions for review and acceptance by requesting parties.
  • Participate in training and development of less experienced project staff.
  • Provide technical support at off-site project locations and formulate client requirements for analysis and spectrum management.
  • Identify opportunities for new program initiatives and follow-on tasking for current projects.

Requirements

  • 5 years relevant experience with a Bachelor's in a related field; 3 years with a Master's; 0 years with a PhD or Juris Doctorate; or 9 years relevant experience with a High School Diploma.
  • A Secret security clearance is required before employment.
  • Minimum of one year of experience working at a federal department level spectrum office processing spectrum assignment actions to the NTIA's Frequency Assignment Branch.
  • Graduate of a spectrum management course such as the Army's Electromagnetic Spectrum Manager SLC or equivalent.
  • Excellent communication, presentation, and interpersonal skills.
  • Strong customer service orientation.
  • Continued update of skills in state-of-the-art communications technology.
