About the position

The Senior Program Officer (SPO) for Measurement Innovation & Insights (MII) at the Bill & Melinda Gates Foundation will lead the downstream measurement strategy for the Maternal, Newborn, Child Nutrition & Health (MNCNH) team. This role focuses on monitoring, evaluation, and learning related to the introduction of high-impact health products aimed at improving maternal and newborn health outcomes. The SPO will manage a portfolio of investments to track product availability, uptake, and impact, leveraging various data sources and collaborating with in-country partners to inform strategic decisions and enhance program effectiveness.

Responsibilities

  • Lead the design and execution of the MNCNH downstream measurement portfolio.
  • Innovate methodology to strengthen measurement approaches and produce high-quality monitoring and evaluation data.
  • Engage with in-house data analysts to analyze and interpret incoming data.
  • Collaborate with grantees to craft iterative analysis plans and map incoming data to decision points.
  • Provide cross-portfolio support on the design of outcome-focused investments and monitoring strategies.
  • Engage with stakeholders within and external to the foundation, including local ministries of health and measurement partners.
  • Identify synergies and areas of collaboration with external partners in the MNCNH measurement ecosystem.

Requirements

  • PhD in statistics, epidemiology, or an applied measurement discipline.
  • 10+ years of technical experience in monitoring and evaluation in Development, Social Sciences, or Public Health.
  • Demonstrated high level of technical proficiency and methodological rigor.
  • Field experience in designing measurement tools and implementing monitoring and evaluation efforts in LMIC settings.
  • In-depth knowledge of statistical methods and evaluation designs.
  • Ability to design MLE tools, surveys, and evaluations.
  • Experience managing multiple competing demands while maintaining attention to detail.
  • Understanding of intervention impact modeling and data requirements.
