About the position

Data Networks, Inc., a subsidiary of ASRC Federal Holding Company, is currently seeking a Senior Budget Execution Analyst to provide essential support to a federal government client at the National Oceanic and Atmospheric Administration's (NOAA), specifically within the National Ocean Service (NOS) Headquarters located in Silver Spring, MD. This position is being posted in anticipation of a favorable award of a Task Order to support the NOAA/NOS or NOAA/National Weather Service (NWS). The role is pivotal in ensuring effective budget planning and execution, which involves creating and maintaining various financial tools, spreadsheets, forms, and templates that facilitate monthly and quarterly reporting and meetings. The analyst will collaborate with different branches to ensure that both new and existing financial processes are comprehensively understood and correctly implemented. A key aspect of this role is the ability to analyze data to identify trends, forecast potential budget issues, and plan corrective actions accordingly. The Senior Budget Execution Analyst will be responsible for providing analyses, assessments, and recommendations related to financial management activities, among other assigned duties. This hybrid position may require in-office presence in Silver Spring, MD, allowing for a blend of remote and on-site work. The responsibilities of this role encompass a wide range of tasks, including providing budget execution support to a NOS or NWS Financial Management Center (FMC) or Headquarters, pulling reports from NOAA financial systems such as the Oracle E-Business Suite (EBS), Enterprise Data Warehouse (EDW), and the Financial Management Data System (FMDS). The analyst will summarize quantitative data for various reports, assist in creating and monitoring obligation plans, track fund transfers, and process documentation for financial corrections. Additionally, the role involves conducting variance analysis, transforming accounting data into user-friendly formats, and responding to data calls from various governmental entities.

Responsibilities

  • Provide budget execution support to a NOS or NWS Financial Management Center (FMC) or Headquarters.
  • Pull reports from NOAA financial systems, including Oracle E-Business Suite (EBS), Enterprise Data Warehouse (EDW), and Financial Management Data System (FMDS).
  • Summarize quantitative data for monthly commitment, obligation, and contract status reports as well as complex payment reports.
  • Assist with creating and monitoring monthly and annual obligation plans.
  • Track funds transferred in from other NOAA or NOS Financial Management Centers.
  • Understand various types of accounting codes (i.e., program, project, and tasks codes) and the business rules governing them.
  • Process documentation for financial corrections.
  • Conduct variance analysis by comparing planned obligations to actual obligations and justify variances to FMC leadership and NOAA headquarters.
  • Transform accounting system data into Excel spreadsheets and PowerPoint presentations.
  • Produce, maintain, and update templates, forms, process documents, and slides for NOS reviews.
  • Respond to data calls from other FMCs, NOS or NWS Headquarters, NOAA Headquarters, the Department of Commerce, the Office of Management and Budget (OMB), and/or Congress.
  • Enter data into the Financial Management Data System as requested.

Requirements

  • Bachelor's Degree plus 6 or more years' experience in federal budgeting or related industries (e.g., finance, budgeting, accounting or other highly quantitative field) or Master's Degree and 4 years' experience.
  • Ability to transform data and findings into concise, user-friendly spreadsheets and PowerPoint presentations.
  • Excellent oral presentation skills with the ability to brief findings and materials to management.
  • Ability to communicate effectively in groups of senior leaders, knowing when to speak up versus deferring to management.
  • Work proactively to anticipate management's questions and meet their needs before being asked.
  • Sift through large amounts of data and reports to find answers to management's questions in a timely manner.
  • Strong interpersonal skills, including customer service skills, to properly manage customer expectations and respond to customer requests.
  • Knowing when to ask for help to meet assigned deadlines.

Nice-to-haves

  • Experience with the NOAA accounting system is a plus.
  • Experience with government financial systems and terminology is preferred.
