About the position

The City of Wilmington is seeking a Senior Budget & Management Analyst to provide complex budget, management, financial, and strategic planning analysis. This role encompasses a wide range of responsibilities, including consulting, planning, budgeting, monitoring, and evaluating city-wide governmental operations. The analyst will be tasked with analyzing, reviewing, and making professional recommendations regarding the allocation and distribution of revenues and expenditures for city operations. This involves linking the needs of the City with its desired strategic direction, providing budgetary and operational oversight throughout the year, and consulting with various departments on organizational resource allocation. The position requires evaluating current operations and making recommendations for improvements in areas related to operations, management, and budget. The analyst will provide direction in financial and statistical analysis, develop policies and procedures, and ensure compliance with established guidelines. Additionally, the role involves performing complex analyses of goals, objectives, and needs within the general operating and political environment, participating in business planning, facilitating the city-wide strategic plan, and developing and monitoring performance measures. The analyst will also facilitate city-wide meetings to ensure alignment and collaboration across departments. Ideal candidates should possess strong problem-solving skills, technical skills in data analysis, and the ability to communicate effectively in various styles for multiple audiences. The position may focus on one of three specialized areas: Capital Improvements Program, Financial Trends and Forecasting, or Position Control/Salary Projections, each requiring specific expertise and collaboration with different city departments.

Responsibilities

  • Provide complex budget, management, financial, and strategic planning analysis.
  • Consult, plan, budget, monitor, and evaluate city-wide governmental operations.
  • Analyze, review, and make recommendations for the allocation and distribution of revenues and expenditures.
  • Link the needs of the City with the desired strategic direction.
  • Provide budgetary and operational oversight throughout the year.
  • Consult with departments on organizational resource allocation.

Requirements

  • Bachelor's Degree or higher in a relevant field.
  • At least three years of relevant experience in government budget development and administration.
  • Intermediate to advanced experience using Microsoft applications including Excel, Word, PowerPoint, and Outlook.
  • Valid driver's license.
