About the position

The Senior Civil/Structural Engineer position at ICF is an immediate on-call role focused on supporting FEMA's Public Assistance Program. This project-based position requires candidates to assist in disaster recovery efforts, including site assessments, grant application preparation, and damage evaluations. The role initially requires onsite work for the first few months, with potential for a hybrid schedule thereafter. Candidates should be prepared for travel to disaster sites and have a strong background in civil or structural engineering, particularly with public infrastructure.

Responsibilities

  • Travel to disaster sites to support FEMA requirements in the delivery of the Public Assistance Program.
  • Assist local government agencies in preparing grant applications for the restoration of damaged public infrastructure.
  • Perform site assessments of disaster-damaged infrastructure and demonstrate the physical ability to perform the work.
  • Develop and/or review detailed damage descriptions and repair scopes of work.
  • Develop and/or review detailed cost estimates for restoration projects.
  • Assist the hazard mitigation team in developing mitigation opportunities.
  • Carry out timely and accurate duties as requested.

Requirements

  • Bachelor's degree in Civil or Structural Engineering from an accredited university.
  • 12+ years of full-time professional experience in Civil or Structural engineering working with public infrastructure.
  • Must be able and willing to travel as required for project work.
  • Must have a valid driver's license and successfully pass a Motor Vehicle Records (MVR) check.

Nice-to-haves

  • Knowledge of the FEMA Public Assistance Program.
  • Prior FEMA Public Assistance experience as a Site Inspector, Cost Estimator, or Hazard Mitigation Specialist.
  • Experience using FEMA's Grants Manager Portal.
  • Proficiency using cost estimating software such as RS Means and Xactimate.
  • Experience with modern construction practices, facility assessments, and construction inspection.
  • Working knowledge of International Building Code (IBC) and Americans with Disabilities Act (ADA).
