About the position

The Senior Civil/Structural Engineer position at ICF is an immediate on-call role focused on supporting FEMA's Public Assistance Program. This project-based position requires candidates to assist in disaster recovery efforts, including site assessments, grant application preparation, and damage evaluations. The role initially requires onsite work for the first 2-3 months, with potential for a hybrid schedule thereafter. Candidates should be prepared for travel to disaster sites and have a strong background in civil or structural engineering, particularly with public infrastructure.

Responsibilities

  • Travel to disaster sites to support FEMA requirements in the delivery of the PA Program.
  • Assist local government agencies in preparing grant applications for restoration of damaged public infrastructure.
  • Perform site assessments of disaster-damaged infrastructure.
  • Develop and review detailed damage descriptions and repair scopes of work.
  • Develop and review detailed cost estimates.
  • Assist the hazard mitigation team with developing mitigation opportunities.
  • Carry out timely and accurate duties as requested.

Requirements

  • Bachelor's degree in Civil or Structural Engineering from an accredited university.
  • 12+ years of full-time professional experience in Civil or Structural engineering working with public infrastructure.
  • Must be able and willing to travel as required for project work.
  • Must have a valid driver's license and successfully pass a Motor Vehicle Records (MVR) check.

Nice-to-haves

  • Knowledge of the FEMA Public Assistance Program.
  • Prior FEMA Public Assistance experience as Site Inspector, Cost Estimator, or Hazard Mitigation Specialist.
  • Experience using FEMA's Grants Manager Portal.
  • Proficiency using cost estimating software such as RS Means and Xactimate.
  • Experience with modern construction practices and facility assessments.
  • Working knowledge of International Building Code (IBC) and Americans with Disabilities Act (ADA).
